JOB TITLE: FACILITY SERVICES MANAGER 3

SERIES NATURE OF WORK: The Facility Services series describes work in the management of facilities and the employees and contractors that provide essential facility services for occupants in a commonwealth facility or group of facilities.

DEFINITION: This is managerial and advanced administrative work directing, organizing, and coordinating a facility services program for occupants in a commonwealth facility or group of facilities with the most complex requirements as defined by size, varied use, public events, and high-profile occupants.

An employee in this job directs all facility services functions and facility-related matters supporting occupants at a complex facility. Work involves assessing the tenants’ mission and operations; prioritizing and resolving competing facility and occupant issues; participating in annual and long-term facility planning and budgeting; and directing facility maintenance and improvement projects. Work includes establishing, interfacing, and coordinating with a broad network of agency occupants, other commonwealth agencies, and external entities to accomplish the work and objectives of the facility services program; and developing, communicating, and implementing a safety and evacuation program that accounts for the unique occupant and public-facing features and dimensions of the facility. Work is performed independently and reviewed through reports, discussions, and inspections by a higher-level manager.

DISTINGUISHING CHARACTERISTICS:

• Work may involve supervising Facility Services Manager 2 positions or other employees at Pay Scale Group 7 who are engaged in facility-related work.

• Work is differentiated from the lower level job by directing a facility services program for a complex facility with 150,000 square feet or more of building space, regularly changing occupant needs, public-facing events, and high-profile tenants such as the Farm Show Complex or the Capitol Building facilities.

• Directs, organizes, and monitors all facility services functions establishing priorities and assignments for work orders, projects, and emergency situations.

• Develops, organizes, and implements preventative and routine maintenance and custodial schedules unique to a varied-use facility that may include public spaces, childcare, cafeteria, office spaces, special events, building security, and training facilities.

• Monitors facility services and operations through reports, visual inspections, and building automation systems to sustain occupant comfort, energy efficiencies, and safety standards.

• Responds to and identifies mitigation plans for all facility issues to include routine, non-routine, and emergency situations; and engages and coordinates necessary resources that may include support from a centralized skilled trades function, outside contractors, or other resources such as engineering or architecture to resolve issues.

• Participates in planning for long-term and annual facility improvements and operations to support the mission of the facility or its tenants; researches and provides recommendations to agency leadership on initiatives or facility service modifications that support that mission.

• Establishes relationships, interfaces, and coordinates with a broad network of employees within the tenant agency(s); other commonwealth agencies such as Department of Transportation, Department of General Services, and Labor and Industry; and external entities such as municipalities, utilities, contractors, and the public to accomplish the work and objectives of the facility services program.

• Plans and implements occupant space reorganizations by reviewing and analyzing occupant requirements and use of space; researching facility capabilities; and contacting trade, engineering, or design subject matter experts as needed.

• Partners with facility and occupant leadership on large scale projects, such as capital projects, and participates in the project scoping, planning, job site coordination, contractor communications, and review of work processes.

• Communicates status of facility projects, initiatives, and operations through presentations, discussions, and reports to leadership; provides mitigation plans for issues that impact the occupants, objectives, or budget.

• Develops, coordinates, communicates, and implements the facility safety program and protocols that incorporate the unique facility features, to include fire and security protection services, and emergency evacuation and relocation plans for occupants and the public.

• Maintains buildings, systems, equipment, and job sites according to applicable codes, regulations, and permitting requirements.

• Manages the contracting process by developing statements of work, monitoring performance, and inspecting completed work; and by recommending payment, terminations, and other actions for contracts that are locally administered.

• Identifies, coordinates, and implements employee skill-based, safety, and technical training needs.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Operates motor vehicles.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods, materials, tools, and practices necessary to perform routine maintenance and custodial work in commercial or industrial facilities.

• Knowledge of regulations, building codes, and the safety precautions necessary to perform routine maintenance and custodial work in commercial or industrial facilities.

• Knowledge of the care and use of tools and equipment used to perform routine maintenance and custodial work in commercial, industrial, or multi-unit residential facilities.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to plan, organize, and prioritize work in accordance with labor contracts, departmental policies and procedures, and competing priorities to include emergency situations.

• Ability to plan and coordinate facility-related maintenance and improvement projects.

• Ability to prepare budget estimates for a wide range of facility services, renovation, and construction projects in commercial or industrial facilities.

• Ability to read and interpret blueprints, schematics, and other engineering drawings.

• Ability to interpret and apply contract terms to work performed by maintenance contractors.

• Ability to determine the required permitting and licensing for maintenance and construction jobs.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Facility Services Manager 2 (commonwealth title);

or

• Six years of routine maintenance work experience which includes four years of supervisory experience overseeing trades or building maintenance employees in a commercial or industrial facility;

or

• An associate’s degree in commercial property management, commercial real estate, heating ventilation and air conditioning (HVAC), building automation, electrical engineering, mechanical engineering, electrical technology, electronics, construction, or related fields; and four years of supervisory experience overseeing trades or building maintenance employees in a commercial or industrial facility;

or

• An equivalent combination of experience and training which includes four years of supervisory experience overseeing trades or building maintenance employees in a commercial or industrial facility.

SPECIAL REQUIREMENT:

• Certain positions require possession of an active motor vehicle license.
