SEMI-SKILLED LABORER

DEFINITION:

This is semi-skilled manual work in the construction and maintenance of various buildings, grounds or public works projects.

An employee in this job performs semi-skilled work alone, assists a skilled trades worker, or functions as lead worker for a small crew of manual workers performing routine tasks. Work involves the use of a variety of construction, grounds keeping and maintenance equipment and tools, which frequently requires the application of skills acquired on the job. Minor repairs and routine grounds keeping and custodial duties are performed with considerable independence and reviewed upon completion. More advanced construction or repair work is performed under the direction of a skilled trades worker or supervisor.

EXAMPLES OF WORK:

Maintains the cleanliness of buildings, comfort facilities, pavilions, and outdoor recreational areas.

Performs landscaping duties on public grounds by seeding and mowing grass and by planting, pruning, and removing shrubs, branches, and trees.

Clears walkways and roadways of debris or snow.

Performs minor carpentry tasks such as assembling and repairing prefabricated picnic tables, signs, furniture, shelving, partitions and storage bins.

Paints or stains building walls, ceilings, signs, and gates by scraping and removing old finish and rolling or using brushes to apply paint or stain.

Makes minor electrical repairs such as replacing light bulbs, tightening fixtures, replacing switches, and adjusting electrical motors.

Clears blocked drains and repairs faucets and drinking fountains.

Performs minor roofing tasks by repairing shingles, soffits, flashing, and spouting.

Maintains vehicles and equipment by changing the oil, checking fluid levels, changing filters and checking tire pressures.

Tracks inventory items, including tools and equipment.

Builds simple forms for cement work using carpentry tools, mixes and places cement, finishes cement using mason tools, and lays stone and block walls.

Operates power and hand tools of the carpentry, electrical, plumbing, and other building trades in the performance of maintenance work.

Maintains structures along waterways such as docks and ramps.

Assists in wildfire suppression by operating and maintaining fire pumps, generators, and brush saws.

Assists foresters with timber marking, constructing fencing and performing trail clearing and maintenance.

Assists skilled trades workers with more complex tasks in the maintenance and construction of buildings and structures such as cabins, fire lookout towers, marinas, docks, roadways and trails.

Assists skilled trades workers with maintenance and repairs to pools, water systems, boiler plants, and sewage treatment systems.

Drives vehicles to transport personnel, residents, or materials.

Functions as a lead worker for routine manual tasks by assigning and reviewing work, training employees, and performing quality control functions for the work.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the tools and methods used in construction and maintenance of buildings, structures, roadways, and trails.

Ability to read and interpret written material, including road or trail maps and instructions.

Ability to understand and follow oral instructions.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING:

One year of experience in laboring work including the use of tools and equipment used in maintenance or construction;

CONDITION OF EMPLOYMENT:

Certain positions require possession of a valid PA non-commercial Class C driver’s license or equivalent.
