HIGHWAY FOREMAN 1

DEFINITION: This is lead work over a crew performing highway maintenance activities.

An employee in this class is responsible for participating in and leading the work of a highway maintenance crew performing manual labor and operating light equipment in such operations as litter clean-up, grass mowing, guide rail painting, and shoulder raking. Employees are expected to work independently referring only unusual problems to a higher level maintenance supervisor. Work is assigned with specific instructions as to operation and area and is reviewed in progress and upon completion.

EXAMPLES OF WORK: Leads a crew engaged in right-of-way and roadside rest litter clean-up.

Leads a crew engaged in trimming trees, cutting brush, applying herbicides and insecticides, and seeding and mulching roadside areas; or leads a small specialized crew engaged in manual labor activities.

Leads a crew engaged in operating hand and tractor mowers in cutting grass along highways.

Leads a crew engaged in painting guide rails and small bridges.

Leads a crew engaged in raking and leveling shoulders and replacing shoulder material.

Requisitions any material or hand tools required to accomplish assigned responsibilities.

Instructs crew members in proper work methods and techniques.

Prepares payrolls and schedules leave for work crew.

Schedules work operations, prepares performance evaluations, and grievances.

Operates a light truck to transport crew and to perform duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the methods, materials, equipment, and tools used in highway construction and maintenance.

Knowledge of construction safety rules and precautions.

Ability to learn to plan and lead the work of a small group of unskilled workers by assigning work, providing assistance, instructing workers, and reviewing work for adherence to standards.

Ability to follow a work schedule and oral and written instructions.

Ability to interpret and communicate policies and procedures.

Ability to maintain accurate records of work performed.

Ability to lift and move heavy objects and to work under adverse weather conditions.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience on highway maintenance or construction projects;

Any equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Class C Pennsylvania Driver's License.
