HIGHWAY FOREMAN 3

DEFINITION: This is supervisory work involving major highway maintenance or minor construction activities.

An employee in this class supervises a highway maintenance crew performing manual and skilled labor and operating medium-heavy and heavy weight equipment. Work is differentiated from the Highway Foreman 2 by the increased technical knowledge required and utilized, and by responsibility for projects in which errors could be costly such as paving, surface treatment, small bridge construction and maintenance, rough construction, the erection of overhead sign structures along expressways and freeways, or traffic line painting operations. Employees determine what equipment and materials are necessary for an operation and arrange to obtain them. On most operations, arrival of materials must be scheduled to coincide with work flow. Employees are required to keep records of personnel, equipment, and material costs. Crews normally perform a group of related complex operations, but they are assigned supervision of a snow removal section during winter months. Work is assigned with program objectives, desired results, and occasionally basic drawings or blueprints. Work is reviewed upon completion for desired results.

EXAMPLES OF WORK: Supervises a crew engaged in constructing, resurfacing, and widening roadway surfaces.

Supervises a construction crew engaged in the placement of sub-base and wearing course material.

Supervises a surface treatment or skin patching crew engaged in using specialized equipment such as power sweepers, oil distributors, spreaders and rollers to clean roadway surfaces, apply oil, spread stone and compact materials.

Supervises a crew engaged in constructing, repairing, and maintaining small bridges.

Supervises a crew engaged in the construction of concrete forms, the placement of steel, and the curing, pouring, and finishing of concrete.

Supervises a crew engaged in erecting snow fence, plowing snow, applying anti-skid and de-icing materials, and removing obstructions from culverts and inlets.

Supervises a crew engaged in traffic line painting operations. Coordinates District Traffic Line Painting Program with county maintenance programs and District construction projects.

Assists in coordinating the layout of patterns and transitions on resurfaced roadways.

Participates in developing anticipated work schedules.

Travels to work sites with Assistant Highway Maintenance Managers.

Requisitions material, hand tools, equipment, and sufficient personnel to accomplish assigned responsibilities.

Performs the full range of supervisory duties.

Attends PennDOT's basic engineering skills training and the Leadership Academy for Supervisors.

Operates a light truck to transport crew and to perform duties.

Employees in this class may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the methods, materials, specifications, equipment, and tools used in highway construction and maintenance.

Knowledge of construction and maintenance safety rules and precautions.

Knowledge of the principles of effective supervision.

Ability to plan and supervise the work of a group of unskilled and semi- skilled workers, skilled tradesmen, and equipment operators.

Ability to develop and follow a work schedule, and oral and written instructions and drawings.

Ability to present instructions clearly and effectively, orally and in writing.

Ability to maintain accurate records of work performed and prepare technical reports.

Ability to input and retrieve data using a computer.

Ability to make decisions based upon weather, job situations, materials, manpower, and community acceptance.

Ability to work long hours, frequently under emergency conditions.

Ability to lift and move heavy objects and to work under adverse weather conditions.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Highway Foreman 2.

Three years of experience as a skilled tradesman including one year of supervisory experience on a highway maintenance or construction project.

                                                                                                                                                       or

Three years of supervisory experience on a maintenance or construction project;

                                                                                                                                                       or

Any equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Class C Pennsylvania Driver's License.
