JOB TITLE: HIGHWAY MAINTENANCE COORDINATOR

SERIES NATURE OF WORK: The Highway Maintenance job series describes work in the administration or management of maintenance programs in the Department of Transportation.

DEFINITION: This is responsible work in administering maintenance programs in support of a county maintenance organization or serving as a program manager in an engineering district.

An employee in this job is responsible for managing a program in an engineering district or supervising minor highway maintenance programs in a county. Work is received in the form of general instruction and is performed with considerable independence of action. Work is reviewed in progress and upon completion by a professional supervisor through an evaluation of reports for attainment of maintenance program objectives.

• In an engineering district, work may involve serving as a program manager responsible for supporting district and county maintenance organizations.

• In an engineering district, work may also involve serving as a field safety coordinator and administering all phases of highway maintenance, construction and garage safety programs which involves observing, inspecting, and providing recommendations on the safe and proper way to perform duties in field locations, stockpiles, and garages.

• In a county maintenance organization, an employee performs beginning level work managing highway maintenance crews engaged in highway and bridge maintenance activities and in planning, scheduling, and controlling highway maintenance field work. This work is performed under the close guidance and direction of the County Manager.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Serves as a liaison between the district bridge unit and county maintenance organizations to ensure preventive maintenance is performed.

• Coordinates permits for maintenance of bridges and other structure repairs.

• Manages the district’s Strategic Environmental Management Program (SEMP).

• Manages the district’s Continuity of Operations Plans.

• Provides guidance to highway maintenance crews and garage personnel on safe and proper ways to perform duties.

• Observes highway and bridge maintenance operations to identify hazards and communicates prevention remedies.

• Performs regular field visits and critical safety reviews.

• Conducts regular safety inspections of crews, stockpiles, and county garages.

• Prepares after action reviews of findings and recommends proactive safety efforts and corrective actions as needed.

• Investigates all catastrophic injuries and accidents.

• Develops work schedules to accomplish specialized and general maintenance operations in an assigned area.

• Supervises and inspects the maintenance of highways and bridges within an assigned area to determine maintenance needs of surface, shoulders, structures and other facilities.

• Participates in the development and review of programs, estimates and plans for various maintenance operations including surface treatment, surface patching, aggregate stockpiling, snow removal, and bridge construction and maintenance.

• Provides direction for highway and bridge maintenance and snow removal activities in assigned area.

• Participates in the monitoring of work units completed, work hours spent, equipment utilization, and materials usage.

• Participates in developing, preparing, negotiating, evaluating, and monitoring agreements with local government and related public service organizations for the sharing of maintenance services.

• Travels to field sites in remote locations.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of methods, materials and equipment used in the maintenance and construction of highways, bridges, and other structures.

• Knowledge of the principles and practices of occupational and industrial safety.

• Ability to develop and implement a work plan and program within the limits of available personnel, equipment, materials, and funds.

• Ability to read and comprehend written material, such as technical reports, federal, state, and local laws and policies and collective bargaining agreements.

• Ability to interpret highway construction plans and specifications.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be evaluated by the State Civil Service Commission or used for Civil Service examination purposes and are not position-specific performance standards.):

• Knowledge of the Department of Transportation’s county maintenance measurement tool.

• Knowledge of safety policies and procedures.

• Ability to manage staff engaged in highway maintenance activities.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Three years as a Highway Foreman 2

or

• Five years of technical experience in highway maintenance or highway construction;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• Certain positions require possession of a valid PA non-commercial Class C driver’s license or equivalent.

• Certain positions must obtain a valid Advanced Safety Certificate issued by the National Safety Council’s Safety Training Institute within two years of starting in this job.
