SERIES NATURE OF WORK: The Highway Maintenance job series describes work in the administration or management of maintenance programs in the Department of Transportation.
DEFINITION: This is responsible work in supervising and administering a program for the maintenance of highways and bridges in a large county highway maintenance organization or in serving as the maintenance services manager in an engineering district office.
An employee in this job serves as the county maintenance manager of a large county maintenance organization and is responsible to plan and direct all highway maintenance activities in a large county or comparable sized consolidated county maintenance organization or serves as a district maintenance program manager. Work involves the development of long range plans and programs for the highway maintenance organization to accomplish planned and emergency highway and bridge maintenance, construction, and reconstruction activities. Work involves coordination of short-range plans; the review of work schedules; the organization of specialized and general maintenance crews; the control of materials, equipment and supplies; the administration of contracts to accomplish maintenance work; and the supervision of garage, office, and field activities. Work also involves the preparation, review, and control of the maintenance budget(s) and oversight of the county maintenance organization's efforts to build and maintain partnerships with local government and related public service organizations for the sharing of maintenance services. Direction is received from the Assistant District Engineer for maintenance and considerable latitude is allowed in planning and carrying out work programs. Work is reviewed for attainment of highway maintenance program objectives.

• In an engineering district office, an employee in this job administers the activities of multiple district-wide maintenance funded programs and evaluates county maintenance operations.
DISTINGUISHING CHARACTERISTICS:
• In a county maintenance organization, work is distinguished from the lower level by the county highway maintenance organization's related complexity and frequency of maintenance issues, as measured by its daily traffic volume, field personnel complement, and budget.
• In an engineering district office, work is distinguished from the next lower level by the responsibility for administering multiple district-wide maintenance funded programs.
EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):
• Directs all activities of a large highway maintenance office and garage.
• Conducts periodic inspections of highway conditions within the unit.
• Inspects work of subordinate managers including operational activities and practices.
• Prepares programs, estimates, and plans for various maintenance operations, in a large county maintenance organization including surface treatment, surface patching, aggregate stockpiling, snow removal, highway and bridge construction and maintenance, right-of-way maintenance, and other projects.
• Coordinates all construction and maintenance work within the assigned jurisdiction.
• Prepares preliminary drafts and plans for seasonal construction and maintenance programs for approval of the district and central office.
• Instructs managers and other employees regarding field and office methods and policies and the proper utilization of the workforce, materials, and equipment.
• Reviews and recommends action to be taken on estimates and requests for authorization for funds, personnel, materials and equipment requirements on a seasonal and annual basis and for the planning of future work.
• Responsible for all requisitions or purchase orders for materials and equipment in a maintenance organization and prepares correspondence and reports.
• Oversees the development, preparation, evaluation, negotiation, and monitoring of agreements with local government and related public service organizations for the sharing of maintenance services.
• Meets with representatives from local government and public service organizations to discuss projects and to develop work priorities.
• In an engineering district office, serves as the maintenance services manager and is responsible for planning, directing, supervising, and administering the activities to include traffic engineering, rented equipment, roadside development, municipal services, permits, building maintenance, plant maintenances, planning and programming, surface improvement, bonded roads, and strategic environmental management program.
• Travels to field sites in remote locations.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of methods and materials used in the maintenance and construction of highways, bridges, and other structures.
• Knowledge of the principles and practices involved in the administration of a maintenance program.
• Knowledge of the operation and maintenance of heavy construction equipment used in the construction and maintenance of highways, bridges, or other structures.
• Knowledge of the principles and practices of supervision.
• Knowledge of the methods used to negotiate and prepare local agreements.
• Ability to develop and implement a maintenance work schedule.
• Ability to analyze and interpret written information and numerical data.
• Ability to plan and direct maintenance activities in a number of maintenance units.
• Ability to interpret highway construction plans and specifications.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be evaluated by the State Civil Service Commission or used for Civil Service examination purposes and are not position-specific performance standards.):
• Ability to manage all maintenance operations for a county organization.
• Ability to manage maintenance budgets.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year of experience as a Highway Maintenance Manager, or Transportation Construction Manager 3;
or
• Two years of experience as an Assistant Highway Maintenance Manager or Transportation Construction Manager 2;
or
• Eight years of technical experience in highway maintenance, highway construction, or maintenance of heavy equipment used in highway construction projects, which includes or is supplemented by two years of highway maintenance, highway construction, or heavy equipment maintenance supervisory experience;
or
• An equivalent combination of experience and training which includes or is supplemented by two years of highway maintenance, highway construction, or heavy equipment maintenance supervisory experience.
SPECIAL REQUIREMENT:
• All positions require possession of a valid PA non-commercial Class C driver’s license or equivalent.
