JOB TITLE: TRANSPORTATION EQUIPMENT OPERATOR A

JOB CODE: 91380

SERIES NATURE OF WORK: The Transportation Equipment Operator job series describes work in the operation of equipment used for highway and bridge maintenance and construction.

DEFINITION: This is skilled work in the operation of trucks used for construction and maintenance work in the Department of Transportation. Employees also perform manual work when not operating equipment.

An employee in this job is expected to receive additional training and become a proficient operator of equipment, as required by the assigned work organization. Work involves some equipment maintenance duties and the performance of related work of an unskilled nature. Work is assigned with instructions clearly outlining the scope of each project and few instructions are received on the techniques of operating the equipment or the methods used in obtaining the specified results, unless difficult problems arise.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Operates trucks and loaders and additional equipment as required.

• Performs manual work such as unloading trucks, cleaning culverts, erecting signs, repairing guiderails or barriers, cutting grass and brush, and digging ditches.

• Performs traffic control duties on worksites, which includes serving as a flagger.

• Performs minor repairs and preventive maintenance work on equipment which includes cleaning and servicing equipment.

• Assists mechanics in making major repairs to equipment.

• Maintains equipment records.

• Demonstrates the operation of assigned equipment to other employees.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the practices applied to the safe operation of commercial vehicles and construction and maintenance equipment.

• Knowledge of the principles of operation of motor equipment sufficient to detect defective operation and make minor repairs.

• Knowledge of the laws pertaining to the operation of equipment on highways.

• Knowledge of clerical recordkeeping practices.

• Ability to interpret and follow oral and written instructions.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Successful completion of the Transportation Equipment Operator Trainee Program;

or

• Graduation from a Commercial Driver’s License Training School;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All seasonal employees must obtain an active certification issued by the Pennsylvania Department of Transportation in the operation of heavy trucks and loaders within the probationary period.

• All permanent employees must obtain an active certification issued by the Pennsylvania Department of Transportation in the operation of heavy trucks and loaders, and two additional pieces of construction equipment, within the probationary period.

• All positions require possession of an active Pennsylvania Class A or B Commercial Driver's License or equivalent with the Air Brake Restriction (L) removed. Certain positions may require that the E or O restriction is removed.

• All positions require possession of an active Medical Examiner’s Certificate in accordance with the Federal Motor Carrier Safety Administration Regulations.

• All employees must obtain an active Tank Vehicle Endorsement (N) during the probationary period and continuously maintain it while employed in this job.

• Certain positions in this job may require employees to obtain an active Hazardous Materials (H) Endorsement.

• Certain positions in this job require employees to demonstrate successful operation of equipment with a manual transmission.

• Certain employees may require additional certifications issued by the Pennsylvania Department of Transportation on assigned pieces of equipment.
