JOB TITLE: TRANSPORTATION EQUIPMENT OPERATOR B

SERIES NATURE OF WORK: The Transportation Equipment Operator job series describes work in the operation of equipment used for highway and bridge maintenance and construction.

DEFINITION: This is skilled work in the operation of trucks with a Gross Vehicle Weight Rating of 32,001 pounds or more and construction and maintenance equipment in the Department of Transportation. Employees also perform manual work when not operating equipment.

An employee in this job operates trucks and equipment used for construction and maintenance work. An employee in this job also receives additional training to become proficient in the operation of equipment at this level, as required by the assigned work organization. Work involves active participation in equipment maintenance duties and the performance of related work of both an unskilled and skilled nature. Work is assigned with general instructions on a project basis, and employees proceed independently in the operation of the equipment without further instruction or assistance.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Operates trucks with a Gross Vehicle Weight Rating of 32,001 pounds or more.

• Operates equipment such as a backhoe, bulldozer, grader, rubber tire or steel wheel roller weighing 10 or more tons, small paver, self-propelled road widener, conveyor loader, self-propelled sweeper, truck-mounted line painting machines, self-propelled pavement breakers, self-propelled post drivers, front end loader or hi-lift with a bucket capacity greater than 4.5 cubic yards, loader with an attached snow blower, tractor mower with an extendable hydraulic mower or ditcher attachment, and other similar equipment which is used for construction or maintenance work.

• Operates combination vehicles utilized to transport equipment to construction or maintenance site.

• Performs manual work, such as unloading trucks, repairing guiderails or barriers, erecting signs, cleaning culverts, repairing bridges, and cutting brush.

• Performs minor repairs and preventive maintenance work on equipment which includes cleaning and servicing equipment.

• Assists mechanics in making major repairs to equipment.

• Maintains equipment records.

• Demonstrates the operation of assigned equipment to other employees.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the practices applied to the safe operation of commercial vehicles trucks and heavy construction and maintenance equipment.

• Knowledge of the principles of operation of motor equipment sufficient to detect defective operation and make minor repairs.

• Knowledge of the laws pertaining to the operation of equipment on highways.

• Knowledge of clerical recordkeeping practices.

• Ability to interpret and follow oral and written instructions.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year of experience as a Transportation Equipment Operator A;

or

• One year of experience in the operation of construction and maintenance equipment;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active Pennsylvania Class A or B Commercial Driver's License or equivalent with the L restriction removed. Certain positions may require that the E or O restriction is removed.

• All positions require possession of an active Medical Examiner’s Certificate in accordance with the Federal Motor Carrier Safety Administration Regulations.

• All employees must obtain an active Tank Vehicle Endorsement (N) during the probationary period and continuously maintain it while employed in this job.

• All employees must obtain an active certification issued by the Pennsylvania Department of Transportation in the operation of heavy trucks and loaders, and two pieces of equipment at this level within the probationary period.

• Certain positions in this job may require employees to obtain a valid Pennsylvania Class A Commercial Driver's License with the Air Brake Restriction (L) removed.

• Certain positions in this job may require employees to obtain an active Hazardous Materials (H) Endorsement.

• Certain positions in this job require employees to demonstrate successful operation of equipment with a manual transmission.

• Certain positions in this job may require employees to obtain additional certifications issued by the Pennsylvania Department of Transportation on assigned pieces of equipment.
