JOB TITLE: TRANSPORTATION EQUIPMENT OPERATOR SPECIALIST

SERIES NATURE OF WORK: The Transportation Equipment Operator job series describes work in the operation of equipment used for highway and bridge maintenance and construction.

DEFINITION: This is skilled work in the operation of heavy construction and specialized highway maintenance equipment in the Department of Transportation. Employees also perform manual work assigned within a county when not operating equipment.

An employee in this job performs complex highway maintenance work involving the operation of specialized equipment, provides instruction and formal classroom training on the operation of equipment, and completes related maintenance work of both a skilled and unskilled nature. Work at this level requires operation of two or more of the following specialized equipment: fuel truck, rubber tire excavator (gradall), milling machine, oil distributor, pugmill, stone chipper for surface treatment operations, track excavator with a gross vehicle weight of 25,500 lbs or more, or a large paver. An employee in this job is expected to receive additional training and become a proficient operator of other equipment of this level, as required by the assigned work organization. Duties may also involve functioning as a lead worker or serving as an acting highway foreman. Work is assigned with general instructions and employees independently operate equipment without further instruction or assistance. Work is reviewed by a highway foreman or manager through conferences, reports, and by inspection of completed assignments.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Operates two or more of the following pieces of equipment: fuel truck, rubber tire excavator (gradall), milling machine, oil distributor, pugmill, stone chipper for surface treatment operations, track excavator with a gross vehicle weight of 25,500 lbs or more, or a large paver.

• Operates trucks with a Gross Vehicle Weight Rating of 32,001 pounds or more.

• Operates combination vehicles utilized to transport equipment to a construction or maintenance site.

• Performs preventive maintenance and routine repair work on any type of equipment.

• Maintains equipment records.

• Serves as a lead worker or an acting highway foreman.

• Provides instruction on the operation of equipment to other employees.

• Provides formal classroom training.

• Performs manual work such as unloading trucks, repairing guiderails or barriers, erecting signs, cleaning culverts, repairing bridges, and cutting brush.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the practices applied to the care and safe operation of commercial vehicles and specialized heavy construction and maintenance equipment.

• Knowledge of preventative maintenance techniques and practices sufficient to maintain proper motor equipment performance.

• Knowledge of the operation of motor equipment sufficient to perform preventative maintenance and routine repair work on any type of equipment.

• Knowledge of the laws pertaining to the operation of equipment on highways.

• Knowledge of clerical recordkeeping practices.

• Ability to interpret and follow oral and written instructions.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year of experience as a Transportation Equipment Operator B;

or

• Two years of experience in the operation of construction and maintenance equipment;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active Pennsylvania Class A or B Commercial Driver's License or equivalent with the L restriction removed. Certain positions may require that the E or O restriction is removed.

• All positions require possession of an active Medical Examiner’s Certificate in accordance with the Federal Motor Carrier Safety Administration Regulations.

• All employees must obtain an active Tank Vehicle Endorsement (N) during the probationary period and continuously maintain it while employed in this job.

• All employees must obtain active operating certifications, issued by the Pennsylvania Department of Transportation for at least two of the following pieces of equipment within the probationary period or a longer period as determined by management: fuel truck, rubber tire excavator (gradall), milling machine, oil distributor, pugmill, stone chipper for surface treatment operations, track excavator with a gross vehicle weight of 25,500 lbs or more, or a large paver.

• All employees must successfully complete and remain current with “Transportation Equipment Operator Instructor” and “Acting Highway Foreman” training.

• Certain positions in this job may require employees to obtain a valid Pennsylvania Class A Commercial Driver's License with the Air Brake Restriction (L) removed.

• Certain positions in this job may require employees to obtain an active Hazardous Materials (H) Endorsement.

• Certain positions in this job require employees to demonstrate successful operation of equipment with a manual transmission.
