JOB TITLE: TUNNEL MAINTAINER

JOB CODE: 91410

SERIES NATURE OF WORK: The Tunnel Maintainer job series describes work in the maintenance and repair of highway tunnels.

DEFINITION: This is skilled work in the maintenance and repair of highway tunnels and the skilled operation of single-chassis trucks.

An employee in this job maintains, monitors, and repairs highway tunnels, equipment, and adjacent tunnel areas and facilities. Work involves operating skid steers, front loaders, single-chassis trucks, and other equipment to ensure that tunnels are clean, functional, and free from obstructions. Work includes moving disabled vehicles, plowing snow, clearing debris, mowing grass, repairing tunnel surfaces and plumbing fixtures, and cleaning surfaces and equipment. Work also includes directing traffic, conducting traffic counts, monitoring air quality systems, and utilizing emergency equipment and incident command principles to assist first responders. Work is performed with considerable independence and employees receive daily assignments from a Tunnel Maintainer Supervisor who routinely checks the work in progress and upon completion.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Repairs tile and concrete surfaces in the tunnel ceilings, walls, steps, curbs, doors, and plaza area roadways and sidewalks.

• Maintains and repairs plumbing fixtures, valves, and water lines in and around tunnels.

• Removes snow from tunnel approaches and applies deicers and anti-skid materials on icy and snow-covered areas in and around the tunnel.

• Operates large and medium sized single-chassis tow trucks to remove disabled vehicles from tunnels.

• Operates tunnel wash trucks or water trucks to clean dirt and chlorides off tunnel walls.

• Operates skid steers and front loaders to brush and clean up debris and garbage from road surfaces.

• Cleans surfaces within and outside of the tunnel; cleans equipment used in maintaining the tunnel; and keeps offices and rest rooms clean.

• Performs safety checks and opens and closes gates on the High Occupancy Vehicle lanes in conjunction with the Regional Traffic Management Center.

• Responds to incidents involving disabled vehicles in and around the tunnels; and utilizes fire extinguishers, tow trucks, and other emergency equipment to assist motorists with disabled vehicles.

• Assists first responders in providing first aid on the scene of traffic incidents in or around the tunnels.

• Takes traffic counts and records results in logbooks.

• Observes traffic and operates computer-controlled signal lights to stop traffic and prevent over-height and prohibited equipment from entering tunnels.

• Monitors carbon monoxide levels within the tunnels and adjusts fan speed accordingly.

• Inspects fire extinguishers and emergency equipment within the tunnel to ensure they are functional.

• Participates in a training program to develop proficiency in the use and operation of vehicles used for tunnel maintenance.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods used in basic traffic control.

• Knowledge of incident command structure, as outlined in the National Incident Management System.

• Ability to operate motor vehicles, including commercial vehicles and other automotive equipment used to maintain and repair tunnels.

• Ability to follow written and oral instructions.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience in roadway maintenance and repair, emergency services, towing and roadside assistance, or traffic control work;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active Medical Examiner’s Certificate in accordance with Federal Motor Carrier Safety Administration Regulations.

• All employees must demonstrate successful operation of equipment with a manual transmission.

• All employees must possess an active Pennsylvania Class A Commercial Driver’s License with the Air Brake Restriction (L) removed, or equivalent, on their first day of employment.

• All employees must obtain within the probationary period an active certification issued by the Pennsylvania Department of Transportation in the operation of heavy trucks and loaders.

• Certain positions in this job may require an active Tank Vehicle Endorsement (N).

• Certain positions in this job may require additional certifications issued by the Pennsylvania Department of Transportation on assigned pieces of equipment.
