JOB TITLE: TUNNEL MAINTAINER SUPERVISOR

SERIES NATURE OF WORK: The Tunnel Maintainer job series describes work in the maintenance and repair of highway tunnels.
DEFINITION: This is supervisory work in the maintenance and repair of highway tunnels.
An employee in this job supervises and participates in the work of Tunnel Maintainer staff to ensure that highway tunnels are properly monitored and maintained. Work includes providing guidance and instruction to staff in the operation of skid steers, front loaders, single-chassis trucks, and other equipment to ensure that tunnels are clean, functional, and free from obstructions. Work also includes overseeing the use of emergency equipment, ensuring the appropriate application of incident command principles to assist first responders, directing traffic, conducting traffic counts, and monitoring air quality systems. Work is performed independently and reviewed upon completion by an Assistant Highway Maintenance Manager for quality and adherence to established standards.

• Supervises and provides guidance to staff in repairing and maintaining highway tunnels, equipment, fixtures, and adjacent tunnel areas and facilities.
• Supervises the operation of single-chassis trucks, skid steers, front loaders, and other equipment for snow removal, towing, and tunnel cleaning.
• Performs safety checks and the opening and closing of gates on the High Occupancy Vehicle lanes in conjunction with the Regional Traffic Management Center.
• Responds to incidents involving disabled vehicles in and around the tunnels; and utilizes fire extinguishers, tow trucks, and other emergency equipment to assist motorists with disabled vehicles.
• Assists first responders in providing first aid on the scene of traffic incidents in or around the tunnels.
• Supervises and performs traffic control in and around tunnels.
• Maintains a logbook of operations during shifts.
• Takes traffic counts and records results in logbooks.
• Observes traffic and operates computer-controlled signal lights to stop traffic and prevent over-height and prohibited equipment from entering tunnels.
• Monitors carbon monoxide levels within the tunnels and adjusts fan speed accordingly.
• Inspects fire extinguishers and other emergency equipment within the tunnel to ensure they are functional.
• Participates in a training program to develop proficiency in the use and operation of vehicles used for tunnel maintenance.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the methods, equipment, and materials used in highway tunnel maintenance and repair.
• Knowledge of the methods used in basic traffic control.
• Knowledge of incident command structure, as outlined in the National Incident Management System.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to operate motor vehicles, including commercial vehicles and other automotive equipment used to maintain and repair tunnels.
• Ability to follow written and oral instructions.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of experience as a Tunnel Maintainer;
or
• Three years of experience in roadway maintenance and repair which includes one year of experience in the maintenance and repair of highway tunnels;
or
• Two years of experience in emergency services, towing and roadside assistance, or traffic control work; and one year of experience in the maintenance and repair of highway tunnels;
or
• An equivalent combination of experience and training which includes one year of experience in the maintenance and repair of highway tunnels.
SPECIAL REQUIREMENTS:
• All positions require possession of an active Medical Examiner’s Certificate in accordance with Federal Motor Carrier Safety Administration Regulations.
• All employees must demonstrate successful operation of equipment with a manual transmission.
• All positions require an active Pennsylvania Class A Commercial Driver’s License with the Air Brake Restriction (L) removed or equivalent.
• All employees must obtain within the probationary period an active certification issued by the Pennsylvania Department of Transportation in the operation of heavy trucks and loaders.
• Certain positions in this job may require an active Tank Vehicle Endorsement (N).
• Certain positions in this job may require additional certifications issued by the Pennsylvania Department of Transportation on assigned pieces of equipment.
