JOB TITLE: TRANSPORTATION EQUIPMENT OPERATOR INSTRUCTOR

SERIES NATURE OF WORK: The Transportation Equipment Operator job series describes work in the operation of equipment used for highway and bridge maintenance and construction.

DEFINITION: This is construction and maintenance equipment instruction of Transportation Equipment Operators at a regional training facility in the Department of Transportation.

An employee in this job provides classroom and field training to Transportation Equipment Operators and performs lead work over temporary trainers assigned to a training site. Work involves instruction in the operation of powered construction and maintenance equipment to include standardized practices, methods, and procedures. Instruction is provided by explanation, demonstration, and close supervision during training and simulated work assignments. Work is received in the form of class outlines and training schedules. Employees use independent judgment concerning procedures, tools, equipment, and materials to be used by trainees in carrying out training assignments. Work is performed under general supervision and is reviewed by a technical or administrative supervisor through conferences, reports, and by inspection of completed assignments.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Instructs trainees in the standard practices, methods, and procedures of operating powered construction and maintenance equipment using such items as charts, diagrams, illustrations, shop manuals, and plans.

• Explains and demonstrates the methods and procedures used in operating powered construction and maintenance equipment such as heavy trucks, graders, backhoes, front end loaders, and excavators.

• Performs lead instructor duties by overseeing the work of part-time instructors at a regional training site.

• Plans and assigns simulated work assignments to trainees receiving heavy equipment operator training.

• Reviews and inspects training in progress and upon completion for adherence to heavy equipment operating standards.

• Participates in the operation of heavy equipment and assists trainees having difficulty in performing training assignments.

• Maintains daily and weekly class records.

• Prepares an evaluation on each trainee.

• Instructs trainees and participates in preventative maintenance and minor repair of equipment.

• Instructs trainees on the safe driving techniques for professional truck drivers and equipment operators.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the operation and safety procedures of powered construction and maintenance equipment such as heavy trucks, graders, backhoes, front end loaders, and excavators.

• Knowledge of tools, equipment, materials, and measuring devices used during the operation of construction and maintenance equipment.

• Knowledge of the principles of operation of construction and maintenance equipment sufficient to detect defective operation and to make minor repairs.

• Knowledge of the hazards and standard safety practices of construction and maintenance equipment.

• Knowledge of the laws pertaining to the operation of equipment on highways.

• Ability to operate a variety of construction and maintenance equipment.

• Ability to establish and maintain effective working relationships.

• Ability to interpret technical information.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year of experience as a Transportation Equipment Operator B;

or

• Two years of experience in the operation of construction and maintenance equipment;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active Pennsylvania Class A or B Commercial Driver's License or equivalent with the L restriction removed. Certain positions may require that the E or O restriction is removed.

• All positions require possession of an active Medical Examiner’s Certificate in accordance with the Federal Motor Carrier Safety Administration Regulations.

• Certain positions require employees to demonstrate successful operation of equipment with a manual transmission.
