JOB TITLE: TRAINING SITE ADMINISTRATOR

JOB CODE: 92132

DEFINITION: This is supervisory and administrative work in the conduct of heavy equipment operator training and the supervision of a regional training site in the Department of Transportation.

An employee in this job is responsible for supervising equipment operator instructors performing classroom and field training on heavy equipment operation and repair. Work includes developing and enhancing courses on heavy equipment operation and maintenance, establishing training schedules, reviewing classroom and field operations, coordinating student admission, and monitoring student progress. Work also involves supervising minor mechanical repairs and general maintenance on training and heavy equipment, and coordinating general building and grounds maintenance. Supervision is exercised over equipment operator instructors and mechanics. Work is performed independently and is reviewed by an administrative supervisor through periodic conferences for adherence to agency standards and for results obtained.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Supervises and coordinates the work of a staff of instructors in the presentation of classroom and field training on the operation and maintenance of heavy equipment.

• Evaluates instructors for adherence to formal lesson plans and generally accepted training techniques.

• Supervises mechanics responsible for conducting and scheduling monthly preventative maintenance for trucks, loaders, graders, backhoes, and excavators.

• Oversees mechanics responsible for ensuring equipment is repaired and is working properly.

• Prepares yearly training schedules to provide districts time to schedule personnel to be trained.

• Performs complete course instruction and teaches the classroom portion of training on equipment orientation, maintenance, safety, and the Professional Truck Driving part of the official Defensive Driving Course.

• Maintains daily and weekly class records on trainees to provide training records to their respective districts.

• Performs a variety of administrative duties in the maintenance of all training site buildings and grounds.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the standard procedures, techniques, and practices of operating heavy construction equipment such as trucks, loaders, graders, and backhoes.

• Knowledge of the hazards and standard safety practices for the operation of heavy construction and specialized maintenance equipment.

• Knowledge of the principles of operation of heavy construction and specialized maintenance equipment sufficient to detect defective operation and to make minor repairs.

• Knowledge of the laws pertaining to the operation of equipment on roadways.

• Ability to interpret technical information.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Transportation Equipment Operator Instructor;

or

• One year as a Transportation Equipment Operator Specialist;

or

• Two years as a Transportation Equipment Operator B;

or

• Three years of experience in the operation of construction and maintenance equipment;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active Pennsylvania Class A or B Commercial Driver's License or equivalent with the L restriction removed. Certain positions may require that the E or O restriction is removed.

• All positions require possession of an active Medical Examiner’s Certificate in accordance with the Federal Motor Carrier Safety Administration Regulations.

• Certain positions require employees to demonstrate successful operation of equipment with a manual transmission.
