FLIGHT SERVICES AND SAFETY MANAGER

DEFINITION: This is managerial work administering the Commonwealth’s flight services/flight maintenance program and the airport/heliport licensing and inspection program.

The employee in this job is responsible for directing the dispatching and scheduling of all Commonwealth pilots and flights; developing and supervising a continuous training program for flight crew personnel; and directing aircraft maintenance and inspection. Work also includes developing and implementing current flight services policies and procedures and recommending and implementing use of current state-of-the-art equipment, aircraft and pilot proficiency standards. The employee in this job is responsible for managing the review of grants; overseeing the review and approval of corrective measures to physical hazards or dangerous aviation practices; and overseeing recommendations made to airport managers on airport improvement. Supervision is exercised over all flight services personnel. Work is reviewed by the Director, Bureau of Aviation through quarterly performance reviews.

EXAMPLES OF WORK: Manages, through subordinate supervisors, all Commonwealth flight services and equipment.

Manages, through subordinate supervisors, the aviation program for licensing and inspection of Commonwealth airports and heliports.

Manages the inspection of proposed sites for general aviation or private use airports/heliports for conformance to safety standards to ensure suitability for airport/heliport construction.

Oversees the scheduling and dispatching of all Commonwealth aircraft for flight and maintenance.

Oversees the Aviation Specialists’ role in the review and evaluation of Aviation Development and Block Grant Applications for projects to ensure compliance with Airport Hazard Zoning and Land Use Compatibility.

Oversees the development and implementation of all policies and procedures to properly schedule, dispatch, and execute safe and efficient on-demand air transportation for state officials by flight services.

Develops and manages a budget to effectively cover costs of operating and maintaining the Flight Services Section and Safety Section to include airport licensing inspection equipment.

Oversees the development of a standard operating procedures manual for aircraft operations.

Ensures all staff requiring a pilot license conform to standard procedures as outlined in applicable Federal regulations and Commonwealth policies, maintain current route qualifications and receive proficiency checks as required by the Federal Aviation Authority and the Flight Operation Manual.

Oversees the development of a continuing training program for all flight personnel.

Develops periodic reports and statistics concerning flight services.

Reviews and approves all flight services and safety expenses prior to processing for payment.

Develops and maintains liaison with the Transportation Security Administration (TSA) regarding terrorist threat levels and general aviation security and ensures dissemination to the aviation community.

Develops and maintains liaison with the Pennsylvania Emergency Management Agency (PEMA) regarding emergencies or like exercises and the Federal Aviation Administration (FAA) regarding airspace restrictions.

Performs the full range of supervisory responsibilities.

Employees in this class may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal Aviation Administration rules and regulations regarding the operations of on-demand air transportation.

Knowledge of state laws, regulations, rules, directives and procedures regarding airport and heliport licensing and the federal regulations on which the state laws are based.

Knowledge of pilot maintenance qualifications, procedures, and training requirements to ensure safety is always foremost.

Knowledge of aircraft, aircraft operations, and maintenance.

Knowledge of methods of financial management and budget development.

Knowledge of the threat environment as it relates to the use of aviation to attack civilian targets and the counter measures to protect aviation assets from being used as weapons.

Knowledge of the principles and practices of supervision.

Ability to work with the Transportation Security Administration (TSA) in coordinating the dissemination of threat information and administering security awareness.

Ability to effectively direct a diversified staff.

Ability to interpret and apply departmental policies and procedures.

Ability to communicate orally.

Ability to communicate in writing.

Ability to establish and maintain effective working relationships.

Ability to manage pilot and maintenance personnel to obtain safe, efficient and crew-coordinated operations of aircraft.

Ability to develop and follow flight services, policies, and procedures and flight/ground training of pilots in the safe operations of each type of aircraft owned, leased, or rented by the Commonwealth.

Ability to plan, organize and assign work to subordinates.

Ability to evaluate employee performance and prepare employee performance evaluation reports.

Ability to read and learn to interpret collective bargaining unit contracts applicable to the work performed by the unit.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as an Aviation Specialist Supervisor;

                                                                                                                                                     or

2000 hours of flight experience as a Commercial Pilot or Flight Instructor;

                                                                                                                                                     or

Two years of experience as a Commonwealth Pilot or Aviation Specialist;

                                                                                                                                                     or

Six years of experience as a certified airframe power plant mechanic including three years of inspection authorization;

                                                                                                                                                     or

Accredited Airport Executive certified by the American Associate of Airport Executives and 2 years of experience in airport management;

                                                                                                                                                     or

An equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENT: A pilot’s certificate.
