INSTALLATION ROADS AND EQUIPMENT MANAGER, DMVA

DEFINITION: This is managerial and technical work directing the maintenance and construction of roads and the operation of related equipment at the Department of Military and Veterans Affairs’ Fort Indiantown Gap Installation.

The employee in this job directs the maintenance and construction of roads and parking lots, minor airport runway and taxiway maintenance, installation or replacement of underground drainage and utility pipes, building demolition, and grounds maintenance activities. Work involves planning and coordinating road construction and maintenance plans with tenant organizations, agency engineers and other stakeholders; estimating project costs and material needs; determining staff and equipment requirements to complete individual projects; making on-site alterations to road construction or paving project plans to accommodate existing conditions; planning and coordinating the demolition of unused buildings; and overseeing the use of a large variety of heavy construction, maintenance and transportation equipment. Work also includes planning and directing the implementation of large scale snow plowing and grass cutting operations. Supervision is exercised over equipment operators through subordinate supervisors. Work is reviewed by an administrative supervisor for completion of projects and goals through conferences, reports, and observations.

EXAMPLES OF WORK: Plans, prioritizes and directs the maintenance and construction of roads, parking lots and vehicle trails at Fort Indiantown Gap.

Oversees the use and maintenance of heavy construction and maintenance equipment, including pavers, cranes, bulldozers, rollers, backhoes, excavators, dump trucks, and gradalls.

Determines vehicles and heavy equipment to be used on assigned construction, demolition, or utility projects.

Oversees the excavation of underground utilities and storage tanks.

Recommends the use of road materials based upon various factors, such as road location and cost, and expected traffic volume, frequency, and type.

Makes on-site adjustments to road construction projects, including grading, slope, curvature, materials, and drainage.

Estimates cost and materials needed for planned road construction and maintenance projects.

Inspects roadways to determine condition and maintenance requirements.

Coordinates the construction, maintenance and use of public roads with agency engineers, the PA Department of Transportation and local government employees.

Coordinates road construction plans with the PA Department of Environmental Protection and local environmental organizations related to streams, lakes, trails, retention ponds, and other landscape features.

Plans and coordinates the safe demolition of buildings using heavy equipment.

Inspects the airstrip at Fort Indiantown Gap’s Muir Airfield for maintenance issues and needed repairs.

Plans and oversees the activities of crews engaged in grass cutting and debris cleanup activities.

Plans and oversees the activities of crews engaged in plowing snow and applying anti-skid and de-icing materials.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the methods and principles of road construction, maintenance, and repair.

Knowledge of the materials and equipment used in the maintenance and construction of paved and unpaved roads.

Knowledge of the operation of heavy construction and transportation vehicles and equipment.

Knowledge of the safety practices and precautions related to the operation of heavy construction and transportation vehicles and equipment.

Knowledge of the principles and practices of employee supervision.

Ability to interpret blueprints, sketches, specifications, and construction plans.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Three years of experience in the maintenance and construction of roads or highways, including one year in a supervisory capacity, and one year of experience in the operation of heavy construction equipment.

POST EMPLOYMENT REQUIREMENT: The employee in this job must obtain within six months of hire and maintain a valid Class A Commercial Driver’s License.
