INSTALLATION ROADS AND EQUIPMENT SUPERVISOR, DMVA

DEFINITION: This is supervisory work in the maintenance of roads and grounds and the operation of related equipment at the Department of Military and Veterans Affairs’ Fort Indiantown Gap Installation.

An employee in this job supervises and participates in the operation of equipment used in the maintenance and repair of roads and parking lots, minor airport runway and taxiway maintenance, installation and replacement of underground drainage and utility pipes, building demolition, and grounds maintenance activities. Work involves inspecting facility roads and grounds and determining maintenance needs; recommending work priorities and materials and equipment needed for projects; and supervising the use of a variety of construction, maintenance and transportation equipment. Supervision is exercised over equipment operators. Work is assigned in the form of general instructions and is reviewed through observations, reports and conferences for adherence to project guidelines and standards.

EXAMPLES OF WORK: Supervises and participates in the use and maintenance of heavy equipment, including cranes, bulldozers, rollers, backhoes, excavators, dump trucks, and gradalls.

Supervises the maintenance and repair of roads, parking lots, building pads, tank trails, and other surfaces, including sweeping, patching and pothole repair, crack sealing, and shoulder stabilization.

Recommends vehicles and equipment to be used on assigned maintenance, demolition, or utility projects.

Recommends on-site adjustments to road maintenance and repair projects, including grading, slope, curvature, materials, and drainage.

Inspects roads, parking lots and runways to determine condition and maintenance requirements.

Supervises the excavation of storage tanks and underground utilities, including gas lines, water and sewage pipes, and electrical lines and conduits.

Supervises the removal and replacement of damaged guide rails and posts, and installation of new protective barriers.

Supervises the installation and maintenance of signage.

Supervises the installation, repair, replacement and cleaning of drainage pipes, culverts, and similar activities to mitigate road erosion and water damage.

Supervises the safe demolition of buildings, leveling of building sites, and

clearing of debris using heavy equipment.

Reads and interprets prints, plans, drawings and instructions related to work assignments.

Supervises grass-cutting and debris cleanup activities.

Supervises the spreading of bio-solids, bailing and storage of hay, and timbering and clearing of lots for development or usage.

Supervises snowplowing and application of anti-skid and de-icing materials to roads.

Completes all records pertaining to daily work operations, such as work orders, material usage sheets, equipment damage documentation, and daily employee sheets.

Ensures all safety policies are conveyed and followed and personal protective equipment is utilized by work crews.

Participates in developing anticipated work schedules.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the methods and principles of road construction, maintenance, and repair.

Knowledge of the materials and equipment used in the maintenance and repair of paved and unpaved roads.

Knowledge of the operation of heavy construction and transportation vehicles and equipment.

Knowledge of the safety practices and precautions related to the operation of heavy construction and transportation vehicles and equipment.

Ability to interpret blueprints, sketches, specifications, and construction plans.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience in the maintenance or construction of roads or highways, including one year of experience in the operation of bulldozers, backhoes or other related heavy construction equipment.

POST EMPLOYMENT REQUIREMENT: An employee in this job must obtain within six months of hire and maintain a valid Class A Commercial Driver’s License with the Air Brake Restriction (L) removed or equivalent.
