HIGHWAY EQUIPMENT MANAGER 1

DEFINITION: This is managerial work in maintaining, repairing, and dispatching fleets of automotive and highway maintenance equipment in a satellite county of a consolidated Maintenance Organization in the Department of Transportation.

An employee in this job manages subordinate supervisors, mechanics, equipment operators, and other garage employees in the maintenance, repair, and dispatch of a fleet of automotive equipment ranging from automobiles to heavy road construction and maintenance equipment in a satellite county of a consolidated Maintenance Organization. Work may include responsibility for the upkeep of the building facilities used for equipment storage and maintenance. Work also involves responsibility for planning and directing a program of preventive maintenance to ensure maximum operating efficiency of all equipment and making recommendations on corrective measures to economize on the repair and maintenance of state-owned automotive and maintenance equipment. Employees in this job may also serve as Equipment Managers for Tunnel Maintenance Organizations. Assignments are received in the form of general instructions with considerable independence in establishing and carrying out the work. General supervision is received through written and oral instructions, periodic consultations, and review of reports.

EXAMPLES OF WORK: Manages through subordinate supervisors a program of preventive maintenance and repair for assigned equipment and buildings in a satellite county of a consolidated Maintenance Organization.

Manages the automotive equipment for special maintenance organizations, such as a Tunnel Maintenance Organization.

Schedules equipment operators or mechanics for necessary training and certification in their respective areas.

Monitors training and instructors to ensure proper contents and methods are being used.

Supervises the input of information and work orders into automated equipment management systems and interprets reports and records on equipment utilization to ensure proper cost cycling improvement and preventive maintenance.

Monitors repair work on assigned equipment.

Assists organization managers with preparation of annual equipment budget for assigned organization.

Inspects assigned equipment to determine the need for replacement, repairs, or maintenance.

Negotiates with dealers or garage owners concerning charges for repairs, parts discounts, and to ensure warranty inspection.

Assigns particular pieces of equipment to individual operators ensuring that each operator is qualified and duly certified to operate that equipment.

Recommends corrective or preventive measures to economize on equipment maintenance, repair, and replacement.

Inspects buildings used to house and maintain automotive equipment to ensure proper facility utilization, maintenance, and safety.

Supervises the preparation of time, progress, and equipment reports.

Prepares reports and makes recommendations orally or in writing concerning the findings of inspection.

Participates in accident investigations involving state-owned equipment.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as assigned.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the administrative methods used in automotive fleet management including preventative maintenance and repair programs.

Knowledge of the principles of operation of internal combustion engines and diesel engine repair.

Knowledge of the occupational hazards and safety precautions in the operation and repair of highway construction and maintenance vehicles and equipment.

Knowledge of mechanical repairs sufficient to demonstrate proper repair methods and techniques.

Knowledge in the diagnosis of operating defects and in the road testing of equipment.

Knowledge of standard garage operational methods, practices and techniques.

Knowledge of the different types and operational capabilities of automotive, heavy construction and maintenance equipment.

Knowledge of laws and regulations governing equipment use and safety.

Ability to read and interpret written material.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience in the repair and maintenance of gasoline and diesel engines and other components of heavy highway maintenance and construction vehicles and equipment including one year of such experience in a supervisory or administrative capacity;

CONDITIONS OF EMPLOYMENT: Certain positions require possession of a valid Pennsylvania driver’s license or equivalent for the class appropriate to the vehicle operated and supplemented by the endorsements required by law for the operation of specific equipment.

Certain positions require possession of a valid Commonwealth of Pennsylvania Inspection Mechanic Certification for the class of vehicle used.

Certain positions require possession of a CFC-12 Refrigerant Recycling Certificate, a 134A Refrigerant Recycling Certificate, or a Compressed Natural Gas Certificate.

Certain positions require one year of experience or training in the repair or maintenance of diesel engines.
