HIGHWAY EQUIPMENT MANAGER 2

DEFINITION: This is managerial work in maintaining, repairing, and dispatching fleets of automotive and highway maintenance equipment in the Department of Transportation.

An employee in this job manages subordinate supervisors, mechanics, equipment operators, and other garage employees in the maintenance, repair, and dispatch of a fleet of automotive equipment ranging from automobiles to heavy highway construction and maintenance equipment in a County Maintenance Organization or parent county of a consolidated Maintenance Organization. Work at this level is distinguished from the lower level based on the responsibility for developing equipment leases and the equipment portion of the annual work plan; accountability for the purchase, disposal, and write-off of equipment; and the size of the organization as determined by its snow lane mileage, traffic volume, field personnel complement and routine budget. Work includes responsibility for planning and directing a program of preventive maintenance to ensure maximum operating efficiency of all equipment and may involve the upkeep of building facilities used for equipment storage and maintenance. In an engineering district office, work involves supporting all county organizations in equipment management with an emphasis on purchasing, utilization, scheduling, budgeting, repair cost, and training. In a central office environment, work involves managing a program of engine rebuild that assures engines are rebuilt according to manufacturer's specifications and tolerance, or conducting equipment research and specification development for equipment. Assignments are received in the form of general instructions with considerable independence in establishing and carrying out the work. Work is reviewed through inspections, consultations, and review of reports.

EXAMPLES OF WORK: Manages through subordinate supervisors or managers a program of preventive maintenance for assigned equipment and buildings in a County Maintenance Organization or parent county of a consolidated Maintenance Organization.

Assists a central office section chief with the development of specifications used for new equipment purchases or modification of assigned equipment.

Administers a major engine rebuild program on a statewide basis to assure gas and diesel engines from heavy equipment are torn down, machined to proper specifications and tolerances, reassembled with functional parts, and dynamometer tested.

Inspects assigned equipment to determine need for replacement, repairs, or maintenance.

Negotiates with dealers or garage owners concerning charges for repairs, parts discounts, and to ensure warranty inspection.

Conducts testing and certification of equipment operators on the operation of trucks and specialized construction and maintenance equipment.

Assigns particular pieces of equipment to individual operators ensuring that each operator is qualified and duly certified to operate that equipment.

Assists organization managers with preparation of equipment budget for assigned organization.

Inspects buildings used to house and maintain automotive equipment to ensure proper facility utilization, maintenance, and safety.

Supervises the preparation of time, progress, and equipment reports and submits reports to supervisor.

Participates in investigations of accidents involving state-owned equipment.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as assigned.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the administrative methods used in automotive fleet management including preventative maintenance and repair programs.

Knowledge of the principles of operation of internal combustion engines and diesel engine repair.

Knowledge of the occupational hazards and safety precautions in the operation and repair of highway construction and maintenance vehicles and equipment.

Knowledge of standard garage operational methods, practices, and techniques.

Knowledge of the different types and operational capabilities of automotive, heavy construction, and maintenance equipment.

Knowledge of the concepts and requirements of a preventative maintenance program.

Knowledge of the use and operational characteristics of needed highway maintenance and repair vehicles and equipment.

Knowledge of mechanical repair methods and techniques.

Knowledge in the diagnosis of operating defects and in the road testing of equipment.

Knowledge of laws governing equipment use and safety.

Ability to read and interpret written material.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Highway Equipment Manager 1;

                                                                                                                                                    or

Three years of experience in the repair and maintenance of gasoline and diesel engines and other components of heavy highway maintenance and construction vehicles and equipment including two years of such experience in a supervisory or administrative capacity;

                                                                                                                                                     or

An equivalent combination of experience and training.

CONDITIONS OF EMPLOYMENT: Certain positions require possession of a valid Pennsylvania driver’s license or equivalent for the class appropriate to the vehicle operated and supplemented by the endorsements required by law for the operation of specific equipment.

Certain positions require possession of a valid Commonwealth of Pennsylvania Inspection Mechanic Certification for the class of vehicle used.

Certain positions require possession of a CFC-12 Refrigerant Recycling Certificate, a 134A Refrigerant Recycling Certificate, or a Compressed Natural Gas Certificate.

Certain positions require one year of experience or training in the repair or maintenance of diesel engines.
