HIGHWAY EQUIPMENT MANAGER 3

DEFINITION: This is advanced administrative and managerial work assisting in the requisitioning, scheduling, maintenance, and repair of all automotive, highway construction, and maintenance equipment in the Department of Transportation.

An employee in this job assists in planning, directing, and controlling the requisition, assignment, maintenance, and repair of all automotive, highway construction, and maintenance equipment owned and operated by the agency. Work includes responsibility for determination of equipment needs; directing the operation of the repair shops in the central garage; overseeing the receipt of newly acquired equipment; and for providing technical guidance and direction to all field and regional garage personnel. Work may also involve oversight of the development of manufacture and procurement specifications for departmental equipment. Supervision is exercised over subordinate Highway Equipment Managers and other employees. Work is performed with considerable independence and general direction is provided by an administrative supervisor who reviews work for overall effectiveness.

EXAMPLES OF WORK: Develops and implements specialized programs for preventive maintenance and repair of automotive, construction, and other highway maintenance equipment.

Assists in the development and revision of policies and procedures associated with the assignment, maintenance, and repair of all automotive, construction, and maintenance equipment used by the agency.

Oversees subordinate regional equipment managers responsible for providing technical guidance and assistance to district equipment managers and technicians for the operation, maintenance, and repair of equipment.

Directs the operation of all repair shops in the central garage.

Manages the conduct of field inspection of highway equipment and storage facilities and provides assistance and prepares reports and informational material on the status of equipment use, maintenance, and repair as well as the suitability of storage and maintenance facilities.

Reviews all requests for major repairs or condemnation of agency equipment and recommends the repair or replacement of equipment.

Participates in the preparation of technical specifications, reports on the utilization, maintenance or repair of automotive or heavy equipment, and certification programs.

Supervises the development of equipment specifications required to manufacture department needed equipment.

Oversees the receipt of equipment purchased for the department.

Assists Fleet Management Division Chief with preparation of capital equipment and division budgets.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as assigned.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, methods, tools, and machines used in the maintenance and repair of automotive and heavy construction equipment, including gasoline and diesel engine rebuilding.

Knowledge of operational capabilities of automotive, highway construction and maintenance equipment.

Knowledge of principles and techniques used in management of a large and diversified equipment fleet, including assignment, maintenance, repair, and replacement.

Knowledge of the occupational hazards and safety precautions in the operation and repair of highway construction and maintenance vehicles and equipment.

Knowledge of standard garage operational methods, practices, and techniques.

Knowledge of laws and regulations governing equipment use and safety.

Ability to read and interpret written material.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a Highway Equipment Manager 2;

                                                                                                                                                         or

Five years of experience in at least two of the following fields of heavy truck or heavy maintenance and construction vehicles and equipment including three years of such experience in a supervisory or administrative capacity: (1) repair and maintenance of gasoline and diesel engines; and other components, (2) design and manufacture of equipment or equipment modifications, or (3) procurement, storage and distribution of various parts;

An equivalent combination of experience and training.

CONDITIONS OF EMPLOYMENT: Certain positions require possession of a valid Pennsylvania driver’s license or equivalent for the class appropriate to the vehicle operated and supplemented by the endorsements required by law for the operation of specific equipment.

Certain positions require possession of a valid Commonwealth of Pennsylvania Inspection Mechanic Certification for the class of vehicles used.

Certain positions require possession of a CFC-12 Refrigerant Recycling Certificate, a 134A Refrigerant Recycling Certificate, or a Compressed Natural Gas Certificate.
