JOB TITLE: DIESEL AND CONSTRUCTION EQUIPMENT MECHANIC INSTRUCTOR

DEFINITION: This is technical work in the instruction of the maintenance and repair of diesel and gasoline-powered vehicles and construction equipment within the Department of Transportation (DOT).

An employee in this job provides classroom, shop, and field training to mechanics in the repair of diesel and gasoline-powered construction and maintenance equipment, including standardized practices, methods, and procedures. Work involves providing demonstrations, explanations, and close observation during training and simulated work assignments; and providing input related to course content, training schedules, procedures, tools, equipment, and materials to be used in carrying out training assignments. Work may involve overseeing the activities of temporary trainers assigned to a training site. Work is performed under general supervision and is reviewed by a technical or administrative supervisor through conferences, reports, onsite observation, and review of completed assignments.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Provides training and instruction to Automotive Mechanics and Diesel and Construction Equipment Mechanics in the current practices, methods, and procedures related to the preventative maintenance and repair of diesel and gasoline-powered construction and maintenance equipment, such as heavy trucks, graders, backhoes, front end loaders, chippers, pavers, rollers, oil distributers, and excavators.

• Instructs using items such as diagrams, charts, illustrations, shop manuals, and plans.

• Oversees the activities of temporary instructors at a central training site.

• Plans and assigns simulated work assignments for mechanics participating in training for heavy equipment maintenance and repair.

• Reviews and inspects training assignments in progress and upon completion for adherence to standards.

• Participates in the maintenance and repair of construction and related equipment.

• Assists mechanics who are experiencing difficulty in performing training assignments.

• Maintains daily, weekly, and class records and prepares an evaluation on each mechanic in training.

• Operates motor vehicles and equipment.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the standard procedures, techniques, and practices of preventative maintenance and repair of diesel and gasoline-powered construction and maintenance equipment.

• Knowledge of the methods, materials, tools, and standard practices and principles of the Automotive and Diesel Construction Equipment Mechanic trades.

• Knowledge of the hazards and standard safety practices related to the repair of vehicles and construction and roadway maintenance equipment.

• Knowledge of diagnostic techniques used to identify and repair defects and other problems in a wide variety of maintenance, construction, and general automotive equipment.

• Ability to operate motor vehicles and equipment.

• Ability to interpret and follow written and oral instructions.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Three years as a Diesel and Construction Equipment Mechanic (commonwealth title);

or

• Six years of journey level mechanical experience in the diagnosis and repair of automobiles, heavy trucks, or construction equipment, which includes four years of experience in the diagnosis and repair of diesel vehicles or equipment;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• Certain positions require possession of an active Class A or Class B Commercial Driver’s License and any endorsements necessary to operate specific vehicles or equipment.

• Certain positions require possession of an active Pennsylvania Class B Commercial Driver's License with the Air Brake Restriction (L) and Manual Transmission (E) Restriction removed, or equivalent.

• Certain positions require an active Pennsylvania Class 1, Class 4, or Class 7 Inspection Mechanic Certification on the first day of employment.

• Certain positions require possession of an active Medical Examiner’s Certificate in accordance with the Federal Motor Carrier Safety Administration Regulations on the first day of employment.

• All positions require possession of an active Pennsylvania Class 1, Class 4, or Class 7 Inspection Mechanic Certification during the probationary period.

• Certain positions require employees to pass the Department of Transportation’s New Mechanic Training course during the probationary period.

• Certain positions require possession of an active Hazardous Materials Endorsement (H).

• Certain positions require possession of an active Tank Vehicle Endorsement (N).
