HIGH VOLTAGE ELECTRICIAN FOREMAN

DEFINITION: This is supervisory work involving the supervision of workers performing specialized electrical work.

An employee in this job supervises high voltage electricians and trainees in the operation and maintenance of an electrical distribution substation with an incoming line voltage at or above 23,000 volts and in the maintenance of switchgears for state office buildings in the Capitol Complex and outlying buildings, Department of Military and Veterans Affairs (DMVA) installations, and State System universities. Employees also provide functional direction to a variety of trades staff involved with installing and maintaining emergency standby generators; troubleshooting problem areas; splicing underground electrical wires; and installing, testing, and maintaining high voltage electrical machinery, devices and associated equipment. Work is performed independently within procedural and safety guidelines and requirements. Work is reviewed by a maintenance manager for adherence to standards.

EXAMPLES OF WORK: Supervises a crew engaged in the operation and maintenance of a high voltage electrical substation and switchgears.

Serves as liaison with local electricity utility providers and vendors in coordinating substation maintenance, repairs and upgrades.

Evaluates the operation of generators, transformers, power control devices and related equipment by means of various instruments, such as ammeters, voltmeters, meggers, industrial analyzers, and graphic recorders.

Directs corrective action resulting from system analysis of malfunctions, defects or emergency situations in an appropriate manner and sequence.

Oversees weekly preventive maintenance including the maintenance of emergency standby generators.

Tags out lines under repair and takes all precautions to ensure that they remain dead until fully cleared for restoration to service.

Supervises the maintenance and testing of all equipment.

Sets up maintenance schedules and ensures that proper maintenance is carried out.

Prepares procedures for the proper operation and maintenance of the substation.

Updates switching procedures to energize and de-energize lines to permit maintenance or repairs.

Ensures compliance with legal, procedural, safety and recordkeeping requirements for the operation of a substation.

Prepares materials and labor estimates for the overall operation of a substation.

Requisitions machinery, equipment and associated devices.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and theory of electricity.

Knowledge of the methods and practices and standard tools and materials of the high voltage electrical trade.

Knowledge of the occupational hazards, required safety precautions and legal requirements of high voltage electrical work.

Knowledge of electrical codes, and state and federal high voltage electrical regulations.

Skill in the care and use of high voltage electrical tools, equipment, and testing devices.

Ability to read and interpret blueprints, schematic diagrams, and electrical measuring devices.

Ability to locate defects and install and maintain high voltage electrical equipment and systems.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a High Voltage Electrician;

                                                                                                                                                         or

Eight years of journey-level electrical experience, including eighteen months of experience in high voltage electrical work.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Pennsylvania Driver’s License.

CONDITION OF EMPLOYMENT: Certain positions in this job require possession of a valid Master Electrician License from a recognized licensing authority.

POST EMPLOYMENT REQUIREMENT: Certain positions in this job are required to complete an on-the-job cable splicing training course.
