JOB TITLE: FACILITY OPERATIONS MANAGER 1

SERIES NATURE OF WORK: The Facility Operations series describes work in the supervision and management of trades and maintenance functions necessary to operate the physical plant, systems, and equipment for commonwealth facilities.
DEFINITION: This is managerial and skilled work overseeing multiple skilled trades for a commonwealth facility or group of facilities which may include utility plant operations.
An employee in this job manages the maintenance, repair, and installation of equipment, fixtures, and components in buildings, supporting utility systems and plants, and surrounding grounds. Work involves supervising subordinate supervisory staff and trades employees; overseeing, assigning, and executing a preventative maintenance schedule, work orders, and maintenance, renovation, and construction projects; and recommending and implementing the procedures, methods, training, materials, and tools to accomplish this work. Work includes recommending and overseeing the appropriate use of materials and tools; coordinating and reviewing the work of contractors; maintaining an inventory of supplies, parts, equipment, and tools; estimating project costs, materials, and labor; and maintaining documentation in reports, tracking systems, and blueprint repositories. Work is performed independently and reviewed through reports, discussions, and inspections by a higher-level manager.

• Evaluates, prioritizes, and assigns construction, renovation, installation, repair, and maintenance work orders.
• Ensures all assignments are completed in accordance with trades methods, quality and efficiency standards, manufacturing guidelines, regulations, codes, and project objectives.
• Provides guidance and instruction to staff on work orders, including those not specified accurately or clearly on blueprints, drawings, or specifications, or those involving use of new materials, tools, or work processes.
• Resolves or mitigates conflicts regarding sequencing of work and unforeseen conditions during a project; establishes and implements related recovery plans.
• Coordinates with other department supervisors and managers on preparations for trades and maintenance work that may interrupt operations at the facility.
• Develops and communicates procedures for tool and shop equipment access, maintenance, and tracking.
• Monitors changes in regulations, building codes, and industry standards; communicates information to staff; and updates processes and procedures.
• Approves and procures parts and materials for trades and maintenance staff.
• Develops project plans, to include estimating costs, time, labor, and materials that are within scope and budget parameters.
• Plans, coordinates, and delivers skill-based, equipment, and safety training to subordinate staff.
• Researches and recommends replacement equipment and materials based on construction, building, and occupant environmental needs.
• Works with Building Automation System Technicians, other trades employees, or vendors to review performance and resolve issues with equipment.
• Ensures construction, installation, repair, restoration, and maintenance of building structures are accurately documented in reports, tracking systems, and blueprints.
• Solicits, coordinates, and oversees contracted services within budget and decision-making parameters.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work and other trades’ tasks consistent with operational or organizational requirements.
• Operates motor vehicles.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the methods, materials, and practices necessary to perform skilled construction, repair, and maintenance work in commercial, industrial, or multi-unit residential buildings.
• Knowledge of regulations, building codes, and safety precautions related to skilled construction, repair, and maintenance work in commercial, industrial, or multi-unit residential buildings.
• Knowledge of the care and use of tools and equipment used in skilled construction, repair, and maintenance work in commercial, industrial, or multi-unit residential buildings.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to assign work in accordance with existing labor contracts, departmental policies and procedures, and competing priorities to include emergency situations.
• Ability to plan and coordinate projects including the necessary materials, tools, and sequence of work.
• Ability to read and interpret blueprints and drawings.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Three years of skilled trades work experience in commercial, industrial, or multi-unit residential facilities which includes one year of supervisory experience overseeing skilled trades work in commercial or industrial buildings, or utility plant operations.
SPECIAL REQUIREMENT:
• Certain positions require possession of an active motor vehicle license.
• Certain positions require an EPA Universal Refrigerant Transition and Recovery Certification from an approved provider at the time of hire.
