JOB TITLE: FACILITY OPERATIONS MANAGER 2

SERIES NATURE OF WORK: The Facility Operations series describes work in the supervision and management of trades and maintenance functions necessary to operate the physical plant, systems, and equipment for commonwealth facilities.

DEFINITION: This is managerial and technical work directing and coordinating multiple trades and general maintenance functions for a commonwealth facility or group of facilities which may include utility plant operations.

An employee in this job manages, plans, and coordinates work orders and projects across multiple trades and maintenance areas. Work includes evaluating drawings, facilities, and equipment to plan projects; preparing the scope of work and material, labor, and cost estimates; determining the sequence of work and timelines for trades, maintenance, and contracted work; and ensuring adherence to specifications, codes, and quality standards. Work includes communicating the impacts of work to program area managers and employees; procuring and coordinating the transport of materials and equipment to job sites; scheduling and dispatching supervisors, employees, and contractors based on work priorities; and determining and implementing a plan of action for unforeseen issues on a job site. Work may include supervising other facility functional areas, such as custodial, groundskeeping, or fleet vehicle operations. Work is performed independently and reviewed through reports, discussions, and inspections by a higher-level manager.

   DISTINGUISHING CHARACTERISTICS:

     • Work may involve supervising supervisors or employees at Pay Scale Group 6 engaged in facilities-related work.

     • Work is differentiated from the lower-level job based on planning, coordinating, communicating, and executing all noncapital, facility-related projects across multiple trades and maintenance functional areas from project scoping through to project completion and approval.

• Coordinates, schedules, and assigns supervisors, employees, and contractors based on the priorities of work orders, projects, and emergency situations.

• Organizes and implements preventative and routine maintenance schedules through subordinate supervisors and employees.

• Manages work process for non-capital funded projects including scope of work, estimates, vendor selection, scheduling and work-site coordination, review of work, and contractor and occupant communications.

• Develops project plans and layouts involving multiple phases and trades and evaluates input from subordinate supervisors and trades employees regarding equipment, facilities, and material options.

• Determines, implements, and communicates plans of action for unforeseen or uncommon issues on job sites that may involve deviating from established drawings and specifications, procuring additional resource needs, coordinating with additional functional areas, or engaging contractors to mitigate or resolve issues.

• Monitors systems and equipment through building automation systems, visible inspections, and reports; and develops plans of action to address issues.

• Communicates with program managers regarding the impact of facility-related work on their operations; and plans and coordinates any relocations or temporary workspace needs.

• Advises higher-level managers on feasibility of proposed projects and equipment purchases.

• Maintains buildings, systems, equipment, and job sites according to applicable codes, regulations, and permitting requirements.

• Implements and coordinates facility safety program and evacuation procedures.

• Recommends and implements a plan of action to address safety and regulatory changes or emergency situations impacting the facility operations.

• Participates in capital project planning by attending meetings and providing input on existing facilities and equipment.

• Coordinates and implements training with input from subordinate supervisors regarding employee skill-based, safety, and technical training needs.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Operates motor vehicles.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods, materials, tools, and practices necessary to perform skilled construction, repair, and maintenance work in commercial or industrial buildings.

• Knowledge of the regulations, building codes, and safety precautions related to skilled construction, repair, and maintenance work in commercial or industrial buildings.

• Knowledge of the care and use of tools and equipment used in skilled construction, repair, and maintenance work in commercial or industrial buildings.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to estimate, plan, and coordinate projects including the necessary materials, tools, labor, and sequence of work for projects involving multiple trade areas in commercial or industrial facilities.

• Ability to plan, organize, and assign work in accordance with existing labor contracts, departmental policies and procedures, and competing priorities to include emergency situations.

• Ability to read and interpret HVAC, architectural, plumbing, and electrical system blueprints and other engineering drawings.

• Ability to implement and monitor performance standards for operations and employees.

• Ability to interpret and apply contract terms to work performed by maintenance contractors.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as a Facility Operations Manager 1 (commonwealth title);

or

• Three years of experience as a Building Maintenance Foreman (commonwealth title);

or

• Five years of experience performing skilled trades work in commercial or industrial buildings which includes three years of supervisory experience overseeing skilled trades work in commercial or industrial buildings, or utility plant operations.

SPECIAL REQUIREMENT:

• Certain positions require possession of an active motor vehicle license.
