JOB TITLE: FACILITY OPERATIONS MANAGER 3

SERIES NATURE OF WORK: The Facility Operations series describes work in the supervision and management of trades and maintenance functions necessary to operate the physical plant, systems, and equipment for commonwealth facilities.

DEFINITION: This is managerial and administrative work directing, organizing, analyzing, and monitoring a comprehensive maintenance program for a commonwealth facility or group of facilities which may include utility plant operations.

An employee in this job directs and organizes all trades and maintenance functions necessary to maintain facility operations and safety; and implements facility-related projects and initiatives. Work involves setting annual goals for functional areas; determining the timing, resources, and costs necessary to accomplish these goals; and implementing the goals through subordinate managers or supervisors. Work includes developing and overseeing the implementation of preventative and corrective maintenance schedules and safety programs; analyzing processes, systems, equipment, and labor utilization; and developing and implementing recommendations to maximize efficiency, reduce costs, and improve quality. Work may include serving as the point of contact for smaller or less complex capital projects and managing the contracting process for vendors. Work is performed independently under the general direction of an administrative supervisor for effectiveness of results.

   DISTINGUISHING CHARACTERISTICS:

     • Work may involve supervising Facility Operations Managers 2 or other employees at Pay Scale Group 7 engaged in facilities-related work.

     • Work is differentiated from the lower-level jobs based on the responsibility for managing and overseeing all facility maintenance operations which may include trades, general maintenance, fleet, custodial, groundskeeping, utility plants, and other facility-related functions.

• Directs, organizes, and monitors the maintenance program, specialty repairs, and projects involving all mechanical and trade fields such as carpentry; electrical; plumbing; heating, ventilation, and air conditioning (HVAC); building automation systems; masonry; welding; painting; roofing; and locksmithing.

• Directs, organizes, and monitors other core facility operations such as utility plant operations, fleet vehicle repair and maintenance, groundskeeping, and custodial functions.

• Monitors and analyzes system efficiency and quality metrics through reports, observation, and building automation systems; and takes corrective action.

• Implements, evaluates, and amends maintenance-related policies and procedures.

• Researches and analyzes maintenance operations and alternative equipment, tools, and materials to recommend and institute changes for improved efficiency.

• Develops and coordinates comprehensive safety program and evacuation procedures.

• Monitors facility buildings, systems, equipment, and job sites to ensure compliance with applicable codes, regulations, and permitting requirements.

• Ensures all maintenance staff have the necessary personal protective equipment (PPE) and are adhering to safety guidelines.

• Ensures subordinate supervisors are implementing the processes and procedures for procuring and tracking inventories of supplies, equipment, tools, and materials for all maintenance functions.

• Plans and maintains status of facility projects through reports, review of job sites, and discussions; identifies issues and implements recovery plans through subordinate supervisors.

• Reviews and approves project plans and the sequence of work presented by subordinate supervisors.

• Partners with facility managers and occupants to implement projects, which includes project scoping, job site coordination, contractor selection and communications, and review of work to specification.

• Manages the vendor contracting process by developing statements of work; selecting vendors; monitoring performance; and recommending payment, termination, or other actions for contracts that are locally administered.

• Participates in the development and implementation of a workforce plan which includes identifying employee and supervisor skill gaps, staffing and training needs, and alignment of resources to accomplish short and long-term functional objectives.

• Participates in the budget preparation process by providing estimates for operating, department, and project costs.

• Advises program area leadership, architects, and engineers on the feasibility of proposed projects and equipment purchases.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods, materials, tools, and practices necessary to perform skilled construction, repair, and maintenance work in commercial or industrial buildings.

• Knowledge of the regulations, building codes, and safety precautions related to performing skilled construction, repair, and maintenance work in commercial or industrial buildings.

• Knowledge of the care and use of tools and equipment used in skilled construction, repair, and maintenance work in commercial or industrial buildings.

• Knowledge of project planning and budgeting processes relating to repair, installation, renovation, and construction projects in commercial or industrial facilities.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to estimate, plan, and coordinate projects including the necessary materials, tools, labor, and sequence of work for projects involving multiple trade areas in commercial or industrial facilities.

• Ability to plan, organize, and assign work in accordance with existing labor contracts, departmental policies and procedures, and competing priorities to include emergency situations.

• Ability to read and interpret HVAC, architectural, plumbing, and electrical system blueprints and drawings.

• Ability to implement and monitor performance standards for operations and employees.

• Ability to interpret and apply contract terms to work performed by maintenance contractors.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Facility Operations Manager 2 (commonwealth title);

or

• Six years of experience performing skilled trades work in commercial or industrial buildings which includes four years of supervisory experience overseeing skilled trades work in commercial or industrial buildings, or utility plant operations.

SPECIAL REQUIREMENT:

• Certain positions require possession of an active motor vehicle license.
