SERIES NATURE OF WORK: The Facility Operations series describes work in the supervision and management of the trades and maintenance functions necessary to operate the physical plant, systems, and equipment for a facility or group of facilities for a commonwealth agency.

DEFINITION: This is professional and administrative work planning, developing, and directing a comprehensive maintenance program for a commonwealth facility or group of facilities which may include utility plant operations.

An employee in this job provides strategic direction and oversight for a comprehensive maintenance program and partners with facility or agency leadership to develop long-term plans involving maintenance functions. Work involves developing facilities-related projects, policies, initiatives, and objectives to align maintenance functions with the mission and goals of the facility or agency; and providing a plan for the maintenance functions to meet these goals. Work includes preparing annual facility operating and project budgets and developing contingency plans to address shortfalls. Work also includes establishing, interfacing, and coordinating with a broad network of inter-agency professionals, other commonwealth agencies, and external bodies to accomplish objectives. Work is performed independently under the general direction of an administrative supervisor for effectiveness of results.

   DISTINGUISHING CHARACTERISTICS:

     • Work may involve supervising subordinate Facility Operations Manager 3 or other management employees at pay scale group 8 engaged in facilities-related work.

     • Work is differentiated from the lower-level jobs based on the responsibility for partnering with facility or agency leadership to develop facility-related policies and initiatives; developing long-term plans that are three years or more in duration; and developing milestones, timelines, and resources to execute long-term plans.

• Develops, directs, organizes, and monitors a facility maintenance program through subordinate managers and supervisors by establishing priorities and assignments for work orders, projects, and emergency situations.

• Develops long-term and annual plans to improve operations; support the facility or agency mission; reach objectives; determine milestones, performance standards, timelines, costs, and necessary resources to meet those objectives; and identify risk factors and how they will be addressed and mitigated.

• Establishes, interfaces, and coordinates with a broad network of professionals within the agency; other commonwealth agencies such as Department of Transportation, Department of General Services, and Department of Labor and Industry; and external bodies such as municipalities, utilities, contractors, and the public to accomplish the work and objectives of the facilities program.

• Partners with facility and agency leadership on large scale projects, such as capital projects, and manages the project scoping, planning, job site coordination, occupant and contractor communications, and review of work processes.

• Communicates the status of projects, initiatives, and operations through presentations, discussions, and reports to leadership team; provides mitigation plans for issues that impact the facility objectives or budget.

• Develops, implements, evaluates, and amends maintenance-related policies and procedures for all facility maintenance operations.

• Ensures subordinate managers and supervisors are adequately trained and knowledgeable of all codes, regulations, and permitting standards for all facility buildings, systems, equipment, and job sites.

• Develops and coordinates, through subordinate managers and supervisors, comprehensive safety program and evacuation procedures with program area points of contact.

• Develops and implements a workforce plan for facility functions to identify skills gaps, staffing and training needs, and alignment of resources to accomplish short and long-term facility objectives.

• Researches and estimates annual and special budgetary requirements for the facility maintenance department.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods, materials, tools, and practices necessary to perform skilled construction, repair, and maintenance work in commercial or industrial buildings.

• Knowledge of the regulations, building codes, and safety precautions related to skilled construction, repair, and maintenance work in commercial or industrial buildings.

• Knowledge of project planning and budgeting processes related to repair, installation, renovation, and construction projects in commercial or industrial facilities.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to develop and implement an annual facility operations plan.

• Ability to estimate, plan, and coordinate projects including the necessary materials, labor, and sequence of work for projects involving multiple trade areas in commercial or industrial facilities.

• Ability to plan, organize, and assign work in accordance with existing labor contracts, departmental policies and procedures, and competing priorities to include emergency situations.

• Ability to read and interpret HVAC, architectural, plumbing, and electrical system blueprints and drawings.

• Ability to establish, implement, and monitor performance standards for operations and employees.

• Ability to interpret and apply contract terms to work performed by maintenance contractors.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Facility Operations Manager 3 (commonwealth title);

or

• Seven years of experience performing skilled trades work in commercial or industrial buildings which includes five years supervising skilled trades work in commercial or industrial buildings, or utility plant operations.

SPECIAL REQUIREMENT:

• Certain positions require possession of an active motor vehicle license.
