TRANSPORTATION FACILITY ADMINISTRATOR 2

DEFINITION: This is advanced technical and administrative work overseeing facility design, construction, and maintenance and repair contracts for buildings and facilities and coordinating a facility administration function statewide.

An employee in this class typically oversees contractor or consultant adherence to all building design, construction, maintenance, and repair operations within a Transportation Engineering District and maintains responsibility for one of the following statewide specialties: systems, structures, regulations; or for serving as the Central Office representative for the most complex building issues. The employee oversees building renovations, maintenance, repair, relocation, and demolition projects at an Engineering District Office, Welcome Center, Driver License Service Center, County Office, Roadside Rest, and similar facilities. Work involves planning and oversight of the acquisition and distribution of fiscal, material, and manpower resources to provide for preventive, operational, and emergency building maintenance. Work includes planning and coordinating the functions of building maintenance, including the oversight of highly skilled trades work in building and plant renovations, maintenance, repair, relocation and demolition projects and toxic and hazardous substance removal. Employees participate in the planning for building development, growth, and improvement by preparing and reviewing plot sketches and construction plans, by attending conferences with Departmental and Department of General Services staff to transmit facility operational requirements and evaluate proposed plans, and by inspecting construction and renovation projects in progress and upon completion. In a Central Office capacity, an employee in this class responds to facility emergencies, negotiates and resolves contractor, Department, and Department of General Services disputes, and provides support to complex construction and maintenance projects on a statewide basis. Performance oversight is exercised over building maintenance or construction staff. Work is differentiated from the Transportation Facility Administrator 1 class by the responsibility for a statewide specialty in building structures, systems, or regulations. Work is performed with a high degree of initiative and independent judgment and is reviewed by the Central Office Transportation Facility Administrator 3 responsible for the assigned District, the District Engineer or program managers through conferences, reports, and review of overall effectiveness.

EXAMPLES OF WORK: Plans, assigns, directs, and coordinates the services associated with building design, maintenance, construction, and repair for all facilities within a Transportation Engineering District.

Serves as Departmental expert for building systems by evaluating current heating, plumbing, ventilation, refrigeration, air conditioning, and other building systems, planning for the replacement or upgrade of building systems, and troubleshooting building system problems on a statewide basis.

Serves as Departmental expert for building structures, to include evaluating the current condition of building structures, planning for the replacement or upgrade of building structures, and troubleshooting structural problems on a statewide basis.

Serves as Departmental expert for the application and interpretation of laws, codes, and regulations as they pertain to buildings, to include ADA requirements, OSHA guidelines, city and state fire codes, and environmental regulations.

Serves as Central Office representative in response to facility emergencies, for the negotiation and resolution of contractor, Department, and Department of General Services disputes, and for the provision of support to complex construction and maintenance projects on a statewide basis.

Represents the Department in contract negotiations dealing directly with contractors and consultants.

Provides onsite oversight of building design, construction, maintenance, repair, relocation, and demolition projects at an Engineering District Office, Welcome Center, County Office, Roadside Rest, Maintenance Shed or similar facility.

Inspects work performed by consultant and Department trades foreman and tradesmen in the performance of electrical, mechanical, and structural renovations, construction activities or renovations, and maintenance repair and/or demolition. Reviews the efficient use of trades foremen, journeyman tradesmen, laborers, and mechanics with regard to maintenance and hazardous substance removal projects. Determines priorities and schedules and reviews work for adherence to plans, specifications, and technical trades and safety standards. Prepares preliminary sketches for construction, maintenance and renovation projects.

Estimates annual and special budgetary requirements for the associated facility's maintenance requirements. Coordinates the preparation of purchasing documents for and oversees the issuance of equipment, supplies and material to be used in building maintenance and repair and hazardous or toxic substance handling.

Coordinates facility design, construction, renovation and demolition projects with input from agency consultative staff.

Administers agreements, evaluates and responds to building occupant or consultant complaints.

Inspects work areas to insure compliance with established departmental and occupational safety standards and proper precautions for accomplishing work and for handling hazardous substances.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices and techniques of building construction, maintenance and repair, and administration and supervision.

Knowledge of the methods, practices, material and equipment of the maintenance and construction trades, including plumbing, carpentry, masonry, electrical, painting, steamfitting, roofing and refrigeration.

Knowledge of the occupational hazards and safety precautions for facility operations; handling hazardous substances; and of the mechanical, electrical and building trades.

Knowledge of the life safety and building codes, statutes and regulations governing the operation of facilities and the maintenance, repair and construction trades.

Knowledge of the preparation and interpretation of blueprints, schematic drawings and plot plans.

Knowledge of the proper care and use of tools and equipment used in building maintenance operations.

Ability to plan, assign, direct, coordinate and evaluate the work of building maintenance personnel engaged in District-wide facility operations.

Ability to establish policies and procedures for facility maintenance.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships with facility staff, agency staff, Department of General Services staff, and the public.

Ability to prepare and interpret basic plans, sketches and drawings.

Ability to maintain clear, complete and accurate records.

MINIMUM EXPERIENCE AND TRAINING: One year as a Transportation Facility Administrator 1;

Six years of experience in the design, construction, maintenance or repair of buildings and building systems, or buildings and grounds or building systems and grounds, which includes two years in an administrative capacity having responsibility for contract compliance and budget oversight;

                                                                                                                                                      or

Any equivalent combination of experience and training.
