TRANSPORTATION FACILITY ADMINISTRATOR 3

DEFINITION: This is supervisory work overseeing facility design, construction, and maintenance and repair contracts for all buildings and facilities within the Department of Transportation's Engineering Districts.

An employee in this class supervises lower level Transportation Facility Administrators in the oversight of contractor or consultant adherence to all building design, construction, maintenance, and repair operations within the eastern or western region of the state. Work involves strategic planning and oversight of the acquisition and distribution of fiscal, material, and manpower resources to provide for preventive, operational, and emergency building maintenance. Employees plan for long-range building development, growth, and improvement by preparing and reviewing plot sketches and construction plans, by attending conferences with Departmental and Department of General Services staff to transmit facility operational requirements and evaluate proposed plans, and by inspecting construction and renovation projects in progress and upon completion. Work includes training, reviewing performance, and resolving grievances of subordinates. Work is performed with a high degree of initiative and independent judgment and is reviewed by the Chief of the Facilities Management Division through conferences, reports, and review of overall effectiveness.

EXAMPLES OF WORK: Supervises lower level Transportation Facility Administrators in the planning and coordination of the services associated with building design, maintenance, construction, and repair for all facilities within a Transportation Engineering District.

Approves or disapproves and prioritizes facility projects within the region based on available fiscal, material and human resources.

Reviews and negotiates the annual and special budgetary requirements for the region's maintenance requirements. Works with Central Office fiscal staff to forecast and establish budgets and funds.

Supervises the administration of agreements, evaluates and responds to building occupant or consultant complaints.

Directs the preparation of facility design, construction, renovation and demolition projects with input from agency consultative staff.

Establishes design and contract letting priority lists.

Reviews and evaluates the oversight provided by lower level Transportation Facility Administrators during building design, construction, maintenance, repair, relocation, and demolition projects at an Engineering District Office, Welcome Center, County Office, Roadside Rest, Maintenance Shed or similar facility.

Supervises the inspection of work areas to insure compliance with established departmental and occupational safety standards and proper precautions for accomplishing work and for handling hazardous substances.

Promotes technical competence of subordinates through on-the-job training, project assignment and performance review.

Prepares and signs employee performance evaluation reports.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability of employment.

Receives grievances and complaints, conducts investigation into cause and conditions, discusses with employee, and resolves or recommends solutions to grievances or complaints.

Receives, reviews, and approves or disapproves leave requests.

Interprets contractual and administrative rights and obligations for employees and modifies work environment or process to conform to changing conditions.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices and techniques of building construction, maintenance and repair, and administration and supervision.

Knowledge of the methods, practices, material and equipment of the maintenance and construction trades, including plumbing, carpentry, masonry, electrical, painting, steamfitting, roofing and refrigeration.

Knowledge of the occupational hazards and safety precautions for facility operations; handling hazardous substances; and of the mechanical, electrical and building trades.

Knowledge of the life safety and building codes, statutes and regulations governing the operation of facilities and the maintenance, repair and construction trades.

Knowledge of the preparation and interpretation of blueprints, schematic drawings and plot plans.

Knowledge of the proper care and use of tools and equipment used in building maintenance operations.

Ability to learn to apply the principles of records maintenance, staff utilization, and bargaining unit contract administration.

Ability to learn to supervise subordinates effectively.

Ability to plan, assign, direct, coordinate and evaluate the work of lower level Transportation Facility Administrators engaged in regional facility operations.

Ability to establish policies and procedures for facility maintenance.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships with facility staff, agency staff, Department of General Services staff, and the public.

Ability to prepare and interpret basic plans, sketches and drawings.

Ability to maintain clear, complete and accurate records.

MINIMUM EXPERIENCE AND TRAINING: One year as a Transportation Facility Administrator 2;

                                                                                                                                                       or

Seven years of experience in the design, construction, maintenance or repair of buildings and building systems, or buildings and grounds or building systems and grounds, which includes two years in an administrative capacity having responsibility for contract compliance and budget oversight;

                                                                                                                                                       or

Any equivalent combination of experience and training.
