SERIES NATURE OF WORK: The Construction Project Administrator series describes work overseeing and implementing the technical and administrative processes for renovation and construction projects in commonwealth owned and leased facilities.

DEFINITION: This is technical and administrative work organizing and monitoring renovation and construction projects in commonwealth owned and leased facilities.

An employee in this job plans, coordinates, monitors, and manages the technical and administrative processes involved in a wide variety of renovation and construction projects to include capital projects. Work involves coordinating the planning, design, and construction processes among project stakeholders; reviewing job sites, drawings, and specifications for project feasibility and occupant needs; monitoring schedules and budgets; and assessing, recommending, and coordinating resolution of jobsite, contractor, occupant, and lessor issues. Work includes interpreting and implementing related laws, agency policies, and contractual agreements; and communicating the status of projects through presentations, discussions, and reports. Work may include supervising employees and supervisors engaged in construction project administration or facilities-related work. Work is performed independently under the general direction of an administrative supervisor for effectiveness of results.

• Monitors job sites and meets regularly with contractors, lessors, facility managers, occupant agencies, and other stakeholders to ensure projects stay within budget, schedule, and scope.

• Reviews project specifications and determines construction feasibility; recommends changes in design, specifications, and schedules that accommodate conditions at the construction site, occupant needs, and timelines.

• Develops mitigation plans for jobsite issues, coordinates and resolves issues within budget and decision-making parameters, and elevates higher-level issues to appropriate manager for review and input.

• Implements commonwealth policies and local, state, and federal laws relevant to a specific project and provides consultation and direction to inspection staff, program managers, architects, engineers, and contractors throughout project design and construction.

• Researches and implements the administrative and project management processes related to specific renovation, construction, or environmental project; and ensures they are executed within program guidelines, federal and state laws, agency policy, and contractual agreements.

• Performs technical reviews of contractor proposals, change orders, submittals, and drawings to ensure items are within specification, compliance, and pricing parameters.

• Monitors and reconciles the procurement and invoicing associated with projects, contracts, and leases.

• Establishes, interfaces, and coordinates with a broad network of professionals within the agency; other commonwealth agencies such as Department of Transportation, Department of General Services, and Department of Labor and Industry; and external bodies such as municipalities, federal entities, utilities, contractors, and the public to accomplish the work and objectives of the projects.

• Monitors buildings and job sites to ensure compliance with applicable codes, regulations, and permitting requirements; and ensures inspections and testing are scheduled and completed on time and issues are resolved.

• Implements all systems associated with the work, to include project tracking, procurement, invoicing, and design software tools.

• Partners with facility-based managers and occupants to implement projects, which includes project scoping, job site coordination, contractor selection and communications, and review of work to specification.

• Coordinates requests for change orders with the persons responsible for design and budgets and obtains approval.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of building construction project planning and estimating in commercial or industrial facilities.

• Knowledge of the laws, codes, and regulations related of commercial or industrial construction and contract administration.

• Knowledge of inspection, testing, and quality assurance standards related to building systems, materials, and equipment in commercial or industrial facilities.

• Knowledge of the methods, practices, materials, and equipment of multi-trade construction and renovation projects in commercial or industrial facilities.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret blueprints and drawings.

• Ability to assess job sites through reports and visual inspection for construction, safety, regulatory, and specification compliance.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of experience in building construction administration, construction planning, or multi-trade building construction project management in commercial or industrial facilities;

or

• Two years of experience in building construction administration, construction planning, or multi-trade building construction project management in commercial or industrial facilities; and a bachelor’s degree in construction technology, architecture, building science, electrical engineering, mechanical engineering, civil engineering, building automation systems, or a closely related field;

or

• An equivalent combination of experience and training which includes two years of experience in building construction administration, construction planning, or multi-trade building construction project management in commercial or industrial facilities.

SPECIAL REQUIREMENT:

• Certain positions require possession of an active motor vehicle license.
