VIDEO PRODUCTION SPECIALIST

DEFINITION: This is responsible technical and creative work in the field of video production.

An employee in this class is responsible for performing technical work in the operation of video production equipment and for providing creative assistance in producing video programs. Work involves operating electronic equipment utilized in the production of video tape programs for such purposes as public information, training, education, public service, and research. Work involves electronic recording of video and audio signals on field or studio productions; monitoring and adjusting video and audio signals for conformance with published and accepted professional standards for broadcast quality programming; electronic and mechanical editing and mixing of video and audio tapes; and correcting minor technical deficiencies. Work may involve setting up and adjusting video cameras to established standards of color balance, gain, registration, horizontal phase, subcarrier phase, and master pedestal. Work at this level also involves serving as a production assistant in producing video programs. An employee assists in preparing sequences, storyboard or video graphic design from script in general outline provided by the producer/director, and assists in lighting and sound setup and design for program segments. Work is performed independence within general outlines established by a technical or administrative supervisor and is reviewed for adequacy and effectiveness of results through conferences and evaluation of results.

EXAMPLES OF WORK: Assists in producing video programs for public information, training, education, public service, or other purposes.

Assists in selecting personnel to be actors, as well as lighting and sound equipment.

Assists in selecting appropriate locations, background scenes, and props.

Assists in preparing shot sequences/storyboard, or videographic designs from script or broad outline provided by the producer/director for program segments.

Assists in selecting appropriate cameras and filters to achieve desired results.

Sets up and adjusts video cameras to established standards of color balance, gain, registration, horizontal phase, subcarrier phase, and master pedestal.

Sets up and adjusts character generators and video tape records to established standards using waveform monitor and vectorscope.

Operates video camera in field or studio configurations to record footage either to detailed scripts or without well-defined guidelines.

Operates video tape recorders, time base correctors, production switchers, character generators, film chain projectors, and other studio production equipment.

Operates audito recording and mixing equipment in cartridge, cassette, and reel-to-reel formats in single track or multi-track modes.

Operates electronic videotape editing equipment utilizing time code information and insert and assemble editing modes on video and two audio tracks.

Performs minor maintenance on all equipment utilized in the operation of the video production center.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of video production theory and practices.

Knowledge of the use, set up, and operation of electronic production and recording equipment used in video broadcast operations.

Knowledge of the specifications and requirements of the Federal Communications Commission for ensuring the quality of developed broadcast signals.

Skill in the use of professional video cameras, recording equipment, and electronic videotape and production equipment and systems.

Skill in the use of various electronic test measurement equipment and in editing tapes and video productions to obtain desired results.

Ability to learn to plan, organize, and produce video productions.

Ability to participate in the development of treatments and scripts with other agency program specialists and writer/researchers.

Ability to learn to make technical and creative decisions in the visualization and production of scripted or broadly outline programs.

Ability to operate and make repairs or modifications to complex television and video production equipment.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with associates, departmental personnel and the general public.

Ability to obtain transportation to field sites.

MINIMUM EXPERIENCE AND TRAINING: One year as a Video Production Technician;

                                                                                                                                                         or

Two years of technical experience in the field of television broadcasting or in video production supplemented by one year of technical training in electronics, or television or video production;

                                                                                                                                                         or

A bachelor's degree in communications media including 12 credit hours in video production;

                                                                                                                                                         or

Any equivalent combination of experience and training.
