DIGITAL PHOTOGRAPHIC SPECIALIST 2

DEFINITION: This is advanced technical and creative work in providing and coordinating digital photographic coverage in the Bureau of Commonwealth Media Services, Department of General Services.

An employee in this job is responsible for leading projects involving statewide digital photographic coverage and technical support for highly visible news conferences and other events from project inception to completion. Work includes meeting with clients to discuss the overall scope and budget requirements for the project; providing or overseeing the provision of digital photographic coverage including researching, conceptualizing and coordinating digital photographic projects; determining appropriateness of release of still images to the public via newspapers, magazines and internet; and providing artistic and technical guidance and expertise on specialized creative images, location, lighting, digital still image editing, and digital archiving of various multimedia file formats. An employee in this job may lead Digital Photographic Specialists 1 and other lower-level staff during all stages of project development and production. An employee in this job must use discretion and exhibit superior professional judgment in the presentation of information due to the potential for adversely affecting the programs and objectives of the Governor and other Administration officials. Work requires the highest confidentiality standards due to the access to sensitive and confidential information afforded incumbents in this job. Work is performed independently and is reviewed by the Section Chief or other technical or professional supervisor for overall achievement of goals and objectives, customer satisfaction, timeliness of final product, and adherence to established standards.

EXAMPLES OF WORK: Meets with client agency representatives to determine project requirements, monitors progress of work, resolves conflicts as they arise, and ensures project deadlines and objectives are met.

Leads lower-level staff by coordinating and providing technical guidance and direction on assigned projects.

Researches, conceptualizes and coordinates digital photographic projects for public information, highly visible news conferences, documentaries, and training for Commonwealth agencies and work involving the Governor and Lt. Governor, Cabinet officials and other high- ranking officials.

Provides technical guidance and expertise to Commonwealth agencies and representatives of private industry on digital photography, digital still image processing, editing and archiving.

Operates a variety of professional-quality digital cameras, lighting and other related photographic equipment.

Performs digital still image scanning, editing, retouching, layout and design for photographic printing, marketing and packaging.

Inputs and retrieves digital multimedia assets for use in video, audio, multimedia and photographic projects.

Maintains records of all production and media activities to ensure accurate usage and billing documents.

Monitors budgetary expenditures and travel expenses.

Travels to various locations to carryout assignments.

Performs the full range of supervisory duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the techniques and principles used in professional digital photography and multimedia production.

Knowledge of professional digital photographic and multimedia equipment and software and the use of this equipment.

Knowledge of communication principles and related applications.

Knowledge of creative and technical decisions involved in the production of digital photographic images, displays, graphics, and multimedia projects.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Digital Photographic Specialist 1;

                                                                                                                                                          or

Three years of professional digital photographic experience and a bachelor’s degree in digital photography, communications, journalism, or a related field;

                                                                                                                                                          or

An equivalent combination of experience and training.
