DIGITAL MULTIMEDIA SPECIALIST 2

DEFINITION: This is advanced technical and creative work in video and multimedia projects in the Bureau of Commonwealth Media Services, Department of General Services.

An employee in this job is responsible for leading projects involving editing and post-production of video and multimedia projects from inception to completion. Work includes meeting with clients to discuss the overall scope and budget requirements for the project; conducting detailed research to formulate creative conceptual ideas and treatments utilizing the visual medium; providing or overseeing all aspects of editing and post-production activities including interpretation of written scripts, selection of visuals and other images, recording of music, sound effects and narration tracks, and design of graphics and animations; providing creative and technical guidance and direction to lower-level staff and contract staff; and operating professional digital video, audio and multimedia editing systems using multiple video and audio sources. An employee in this job may lead Digital Multimedia Specialists 1 and other lower-level staff during all stages of project development and production. An employee in this job must use discretion and exhibit superior professional judgment in the presentation of information due to the potential for adversely affecting the programs and objectives of the Governor and other Administration officials. Work requires the highest confidentiality standards due to the access to sensitive and confidential information afforded incumbents in this job. Work is performed independently and is reviewed by the Section Chief or other technical or professional supervisor for overall achievement of goals and objectives, customer satisfaction, timeliness of final product, and adherence to established standards.

EXAMPLES OF WORK: Meets with client agency representatives to determine project requirements, monitors progress of work, resolves conflicts as they arise, and ensures project deadlines and objectives are met.

Leads lower-level staff by coordinating and providing technical guidance and direction on assigned projects.

Performs video, audio and multimedia editing and post-production services related to TV and radio production, public information, news feeds, training, documentaries, internal communications and research purposes for Commonwealth agencies and work involving the Governor and Lt. Governor, Cabinet officials and other high-ranking officials.

Conducts detailed research to formulate creative conceptual ideas and treatments utilizing the visual medium.

Interprets written script segments in visual terms and conveys the writers’ intended message with video sequences in accordance with professionally accepted standards of motion, composition and continuity.

Provides creative and technical guidance and direction to lower-level staff and contractors including audio/sound technicians, graphic designers and animators, interactive and web developers and other professional staff.

Produces and edits news feeds for the PA Radio News Service, PA Satellite News Service, and PA Internet News Service.

Ensures that finished projects meet appropriate standards for broadcasting, video production, or the Internet.

Operates professional, broadcast-quality digital editing and multimedia post-production equipment and software.

Maintains records of all production and media activities to ensure accurate usage and billing documents.

Monitors budgetary expenditures and travel expenses.

Travels to various locations to carry out assignments.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the techniques and principles of professional video, audio and multimedia production.

Knowledge of post-production editing including professionally accepted standards of motion, composition and continuity.

Knowledge of professional video, audio and multimedia post-production equipment and software and the use of this equipment.

Knowledge of creative and technical decisions involved in the production of video, audio and multimedia projects.

Knowledge of communication principles and practices.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Digital Multimedia Specialist 1;

                                                                                                                                                          or

Three years of professional video, audio and multimedia production experience, and a bachelor’s degree in communications, journalism or a related field;

                                                                                                                                                          or

An equivalent combination of experience and training.
