DIGITAL VIDEO/AUDIO SPECIALIST 2
DEFINITION: This is advanced technical and creative work in video and audio recording and broadcasting of multimedia projects and events in the Bureau of Commonwealth Media Services, Department of General Services.
An employee in this job is responsible for leading projects involving video and audio recording and broadcasting of highly visible news conferences and other projects from inception to completion. Work includes meeting with clients to discuss the overall scope and budget requirements for the project; overseeing the setup of equipment for news events and video productions; interpreting written script segments; operating or overseeing the operation of a variety of professional broadcast-quality digital video cameras, video and audio recorders, television production equipment and digital video editing systems; making creative and technical decisions during the production of video, audio or multimedia projects; ensuring that professional video production techniques are adhered to; determining the appropriateness of the release of content to the public; producing and editing video and audio news feeds; and overseeing or coordinating the uplink to satellites and other systems to transmit news events to television and radio stations. An employee in this job leads Digital Video/Audio Specialists 1 and other lower-level staff during the stages of project development and production. An employee in this job must use discretion and exhibit superior professional judgment in the presentation of information due to the potential for adversely affecting theprograms and objectives of the Governor and other Administration officials. Work requires the highest confidentiality standards due to the access to sensitive and confidential information afforded incumbents in this job. Work is performed independently and is reviewed by the Section Chief or other technical or professional supervisor for overall achievement of goals and objectives, customer satisfaction, timeliness of final product, and adherence to established standards.
EXAMPLES OF WORK: Meets with client agency representatives to determine project requirements, monitors progress of work, resolves conflicts as they arise, and ensures project deadlines and objectives are met.
Leads lower-level staff by coordinating and providing technical guidance and direction on assigned projects.
Performs and oversees technical video and audio recording for multimedia projects in support of television and radio production and broadcasting, public information, news feeds, training, documentaries, internal communications and research purposes for all Commonwealth agencies and work involving the Governor and Lt. Governor, Cabinet officials and other high-ranking officials.
Produces and edits audio news feeds for the PA Radio News Service, video news feeds for the PA Satellite News Service, and multimedia releases for the PA Internet News Service.
Interprets written script segments in visual terms, conveying writers’ intended message with video sequences to ensure professionally accepted standards of motion, composition and continuity.
Coordinates the coverage of highly visible and sensitive news events and projects which involves diplomacy, tact and client responsiveness.
Consults with Bureau video producers and clients regarding visual interpretation, continuity, technical requirements, resource scheduling, and effective application of projects objectives or production techniques.
Scouts, evaluates, and makes recommendations for improving locations of various news events and production shoots.
Operates or oversees the operation of professional, broadcast-quality digital video cameras, video recorders, audio recorders, lighting equipment, wired and wireless microphones, digital switchers and mixers, teleprompters and other related television production equipment.
Coordinates the setup of news events and video productions including lighting, audio and video production equipment, teleprompters, props and other related equipment.
Digitally records, edits, and mixes multi-track audio recordings for video (broadcast and non-broadcast) productions, radio broadcast, ADA compliant recordings and multimedia applications.
Operates professional digital video editing systems using multiple video and audio sources.
Searches photographic and video assets stored in the Digital Asset Management System and transcodes or duplicates files.
Maintains records of all production and media activities to ensure accurate usage and billing documents.
Monitors budgetary expenditures and travel expenses.
Inputs and retrieves digital multimedia assets for use in video, audio, multimedia and photographic projects.
Travels to various locations to carryout assignments.
Performs the full range of supervisory duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the techniques and principles of video, audio, and multimedia production.
Knowledge of professional broadcast-quality video, audio and multimedia equipment and software and the use of this equipment.
Knowledge of creative and technical decisions involved in the production of video, audio and multimedia projects.
Knowledge of communication principles and practices.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Digital Video/Audio Specialist 1;
or
Three years of professional video, audio and multimedia production experience, which included one year of video-audio broadcasting experience, and a bachelor’s degree in communications, journalism, or a related field;
or
An equivalent combination of experience and training, which included one year of professional video-audio broadcasting experience.
