DEFINITION: This is highly skilled work in the design and layout of original graphic art produced for publication.
An employee in this job designs complex original graphic art and layouts for publications that visually communicate an agency’s message. Work involves designing custom and complex graphics, layouts, and illustrations for diverse types and styles of media including documents, promotional and marketing materials, and event materials. Work includes meeting with customers to discuss and understand project objectives, concepts, and parameters. Assignments are received in the form of a rough draft or verbal instructions. Work is performed with a high level of independence and is reviewed by a technical or administrative supervisor for adherence to established objectives, timeliness, and customer satisfaction.
DISTINGUISING CHARACTERISTICS:
• Work is differentiated from the lower-level job based on the responsibility for interpreting customer requests to understand project objectives and parameters, and designing highly creative graphic art.

• Creates complex graphic designs for publications, reports, signs, posters, flyers, displays, exhibits, conferences, tradeshows, and other visual materials used for public information, training, or to promote agency programs.
• Meets with vendors to design panels for exhibits or event booths and reviews and evaluates the final product to verify compliance with established design standards, proper graphic design methodology, and color production.
• Designs displays for seminars, conferences, conventions, or advertisements.
• Designs complex layouts and prepares publications and reports that include multiple assets such as text, graphics, photographs, and charts.
• Designs forms and publication layouts for departmental use.
• Conducts historical and subject research to aid in preparing graphic designs, illustrations, and artwork for projects such as maps, location guides, educational publications, and other forms of printed and promotional material.
• Meets with customers to discuss and understand project objectives, designate project methods, and ensure desired results.
• Reviews project proofs prior to fabrication, digital publication, or circulation for accuracy, accessibility, and quality production.
• Edits photographs to be used in publications, displays, and other visual aid materials.
• Organizes and maintains digital assets and forms collections and files.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles, techniques, and elements of graphic and typographic design.
• Knowledge of print and digital production concepts.
• Knowledge of digital art and design-related computer software.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to develop original designs.
• Ability to supplement text with appropriate designs and graphs.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as a Graphic Designer 1 (Commonwealth title);
or
• Three years of technical experience in creating graphic art for communication materials, displays, or exhibits and an associate degree in graphic design, graphic art, fine arts, visual communication, communication design, digital communication, or a closely related field;
or
• An equivalent combination of experience and training.
