JOB TITLE: UTILITY PLANT SUPERVISOR

SERIES NATURE OF WORK: The Utility Plant Operator series describes work in the operation, maintenance, and repair of boiler and chiller plant systems.

DEFINITION: This is supervisory and technical work in the operation, maintenance, and repair of boilers, chillers, and related plant equipment.

An employee in this job oversees staff and ensures the safe, efficient, and continuous operation and overall maintenance of boilers, chillers, and related plant equipment. Work involves supervising utility plant staff in the operation of equipment; developing and implementing preventive and emergency maintenance and repair programs; developing recommended changes to improve operations; and ensuring that work is performed in accordance with established safety and operational procedures and standards. Work also includes providing technical guidance to utility plant employees; planning and scheduling work; requisitioning fuel and materials needed for plant operations; and documenting and maintaining data regarding plant operations for quality assurance purposes and required reporting to regulatory oversight agencies. Supervision is exercised over utility plant staff on multiple shifts. General supervision is received from an administrative manager who reviews work through observation, reports, conferences, and results achieved in meeting established goals and objectives.

DISTINGUISHING CHARACTERISTICS:

• Work is distinguished from the lower-level jobs based on the responsibility for supervising utility plant staff.

• Supervises subordinate staff in the operation, maintenance, and repair of boilers, chillers, pumps, heaters, motors, fans, generators, and other plant equipment.

• Reviews staffing needs for plant operations, determines work priorities, schedules work, and assigns shifts.

• Develops plant procedures to ensure safe and efficient plant operations.

• Prepares requisitions for fuel, chemicals, and other materials and equipment needed for utility plant operations.

• Records data on plant operations, equipment maintenance, personnel attendance, and meter and gauge readings, and reports required information to regulatory officials.

• Tracks utility usage for air quality permitting and monthly billing purposes.

• Schedules calibrations of boiler controls and annual boiler inspections.

• Monitors plant water including feed and make-up water to ensure proper deaerator operation and functionality.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the operation, maintenance, and repair of utility plant systems and related equipment.

• Knowledge of utility plant hazards and safety procedures.

• Ability to read and interpret chart recorders.

• Ability to operate and configure data loggers and collect, store, and analyze the data.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as a Utility Plant Operator 2 (commonwealth title);

or

• Two years of skilled work experience in the operation, maintenance, and repair of industrial, commercial, or institutional utility plant systems and related equipment.

SPECIAL REQUIREMENTS:

• Certain positions require possession of an EPA Universal Refrigerant Transition and Recovery Certification types 1,2, and 3, from an approved provider.

• Certain positions require possession of an active Class C motor vehicle license.
