UTILITIES SUPERVISOR

DEFINITION: This is supervisory technical work directing the provision of extensive utility services for a state institution or facility.

Employees in this class direct the operation, maintenance, and development of two or more utility services including steam heating, steam heating and electric generation, sewage treatment or water treatment at a state institution or facility. Work involves insuring continuous, safe, and efficient utilities service; developing programs or operational, preventative, and emergency maintenance; and recommending and implementing utility plant renovations, revisions, and development to provide for expanding or contracting service requirements. Work involves supervising the work force assigned to utilities services and reviewing the operation of the various plants to optimize manpower and resource utilization. Supervision is exercised through a review of plant operations, plant reports, and inspections. Work is performed with considerable independence for technical operations, but is reviewed for safety, continuity, and efficiency of service by an administrative supervisor.

EXAMPLES OF WORK PERFORMED: Supervises operations, maintenance, and repair of steam heating plant; checks condition of equipment for proper adjustment and repair; reviews daily and monthly fuel consumption and steam production records to determine operating efficiency and corrective measures.

Supervises operation of sewage disposal or water treatment plant; assigns employees to shifts; checks plant operation for proper efficiency and makes corrections; supervises maintenance and repair of plant and equipment.

Checks monthly reports of heating, disposal, and water plant operations; determines plant efficiency and orders repairs or recommends changes to improve operation; requisitions fuel, supplies and materials needed for efficient operation of assigned utilities.

Assigns skilled, semi-skilled and unskilled workers to jobs on the basis of individual skills; maintains work and leave records.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Thorough knowledge of the principles governing the operation of steam boilers and related equipment.

Thorough knowledge of the occupational hazards and safety precautions in high pressure boiler operation and related equipment.

Considerable knowledge of the principles of sewage and water treatment and the operation and maintenance of equipment.

Ability to supervise the repair, maintenance, and safe operation of high pressure steam boilers for heating; or heating and electric generation; and allied mechanical equipment.

Ability to supervise a large staff of Utility Plant Operators, Water Systems Plant Operators, laborers, and other workers.

MINIMUM EXPERIENCE AND TRAINING: One year as a Utility Plant Supervisor 2; or two years as a Water Systems Supervisor, including or supplemented by two years of journeyman boiler plant experience.

or

Six years of experience in the operation, maintenance, and repair of utility services equipment, including three years of responsible supervisory experience; or any equivalent combination of experience and training which includes or is supplemented by two years of journeyman boiler plant experience.

NECESSARY SPECIAL REQUIREMENT: Certification by the Pennsylvania Department of Health in water or sewage treatment.
