JOB TITLE: HVAC REFRIGERATION SUPERVISOR

SERIES NATURE OF WORK: The HVAC Refrigeration series describes work in the operation, maintenance, repair, and installation of heating, ventilation, and air conditioning (HVAC) and refrigeration systems, units, equipment, and peripherals.

DEFINITION: This is supervisory and specialized work in the operation, maintenance, repair, and installation of HVAC and refrigeration systems and peripheral devices.

An employee in this job supervises and participates in skilled, technical, and specialized mechanical trade functions. Work involves assigning, scheduling, and supervising individuals involved in the operation, maintenance, repair, and installation of HVAC and refrigeration systems and related devices; overseeing, assigning, and executing a preventative maintenance schedule, work orders, and mechanical projects; and recommending procedures, methods, tools, equipment, and technologies to accomplish this work. Work includes reviewing and approving a course of action on complex repairs; maintaining an inventory of parts, equipment, and tools; estimating mechanical project costs; and maintaining documentation in the building automation (BA) system, reports, and blueprint repositories. Work is performed independently and reviewed through reports, discussions, and inspections by a higher-level supervisor or manager.

   DISTINGUISHING CHARACTERISTICS:

     • Work at this level involves supervising subordinate HVAC Refrigeration trades and maintenance positions where at least one subordinate position is an HVAC Refrigeration Specialist or Technician performing work in the operation, maintenance, repair, and installation of HVAC and refrigeration systems and related devices.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Evaluates, prioritizes, assigns, and performs routine and specialty installation, repair, and maintenance work orders.

• Ensures all mechanical systems are being properly installed and repaired in compliance with trades methods, quality standards, manufacturing guidelines, regulations and codes, operational efficiency, and project objectives.

• Monitors, assesses, and adjusts the performance and efficiency of the HVAC systems through the BA system by reviewing trends, sequence of operations, and reports; and through regular consultation with BA systems technicians.

• Consults with HVAC Refrigeration Specialists and Technicians in troubleshooting and resolving complex or unique replacement and repair work orders.

• Resolves or mitigates conflicts regarding sequencing of work and unforeseen conditions during a project; establishes and implements recovery plans.

• Develops and communicates procedures for tool access, maintenance, and tracking.

• Maintains knowledge of regulations and codes critical to the maintenance, repair, and installation of HVAC and refrigeration systems; and communicates relevant information to subordinates.

• Approves and procures parts for the repair and installation of mechanical equipment.

• Develops mechanical project plans, including estimating costs, time, labor, and materials based on engineering drawings and budget parameters.

• Plans, delivers, and oversees the mechanical and BA systems technical training of HVAC Refrigeration trades and maintenance positions.

• Schedules and monitors orientation and on the job training for new subordinates in the safe and efficient operation of equipment and BA systems.

• Ensures equipment knowledge transfer to mechanical staff from contractors or manufacturers after new equipment installations; evaluates staff on material learned and retrains if necessary.

• Researches and recommends replacement HVAC and refrigeration units and systems based on building and environmental needs.

• Ensures repairs, replacement, or installation of equipment and components is accurately documented in BA systems, reports, and blueprints.

• Solicits and oversees contracted services for HVAC and refrigeration equipment within pre-set budget and decision-making parameters.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the building, safety, and environmental codes and regulations relevant to the maintenance, repair, and installation of HVAC and refrigeration systems.

• Knowledge of the trends in equipment, technology, and best practices in commercial, industrial, or multi-unit residential HVAC and refrigeration systems.

• Knowledge of principles and theories of air conditioning and refrigeration, such as the refrigeration cycle, heat transfer laws, and the use of refrigerant tables.

• Knowledge of air distribution and ductwork design and construction, to include fan construction, curves, and laws; air filters and ratings; and control dampers, insulation, and related systems.

• Knowledge of pump components and functionality, including application of valves, vibration isolation, strainers, net-positive suction head, and total head as it relates to pump selection and sizing.

• Knowledge of piping techniques, to include system components, valve types, and pipe schedules.

• Knowledge of the equipment, tools, and test instruments used for water treatment in mechanical systems.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to calculate airflow and assess pressure-temperature characteristics to locate and repair faulty equipment.

• Ability to diagnose pump failures and determine course of action to make repairs.

• Ability to extrapolate trend data and other metrics from BA systems to aide in troubleshooting system failures and improve system efficiency and performance.

• Ability to read and interpret HVAC, architectural, plumbing, and electrical system blueprints and schematics.

• Ability to develop material and cost estimates for projects.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of experience in the maintenance, repair, and installation of HVAC and refrigeration systems, units, and equipment including four years working with commercial or industrial HVAC equipment and controls;

or

• An equivalent combination of experience and training which includes four years working with commercial or industrial HVAC or refrigeration equipment and controls.

SPECIAL REQUIREMENTS:

• All employees must possess an active EPA Universal Refrigerant Transition and Recovery Certification.

•Certain positions require an active motor vehicle license.
