JOB TITLE: BUILDING AUTOMATION SYSTEMS ADMINISTRATOR

SERIES NATURE OF WORK: The Building Automation (BA) Systems series describes work in operating, maintaining, repairing, installing, programming, and designing BA systems and devices.

DEFINITION: This is supervisory or administrative and consultative work in designing, programming, installing, commissioning, repairing, and operating BA systems and related devices.

An employee in this job is responsible for overseeing a centralized campus-wide or multi-facility BA system operation; or supervising individuals involved in the operation of the BA system. Work involves assessing overall BA system operations and recommending and implementing operating, equipment, software, or cost improvements; partnering with building maintenance and trades leadership to develop and implement preventative maintenance and servicing schedules; and developing processes to support troubleshooting, repair, and programming needs of BA system devices and controlled equipment. Work includes developing policies and procedures related to BA systems data governance, documentation, and database back-up and recovery; providing oversight of BA system assets; developing and reviewing specifications and service purchase contracts; and developing and providing BA system related training. Work is performed independently and is reviewed through reports, discussions, and inspections by an administrative supervisor.

   DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the lower-level job based on overseeing the daily operation of a centralized campus-wide or multi-facility BA system.

     • Work may involve supervising subordinate BA Systems Technicians and other staff, where at least one subordinate position is a BA System Technician 2 or BA Systems Technician 3, involved in programming, commissioning, repairing, operating, and maintaining BA systems and devices.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Conducts comprehensive assessments of all BA systems and their functionality and develops and implements recommendations for improving performance.

• Evaluates, prioritizes, and assigns routine and specialty installation, repair, and maintenance work orders.

• Develops a preventative maintenance and servicing schedule for all centralized and remote facility BA system components and consults with trades and maintenance leadership on implementing and resourcing the work.

• Develops and implements the processes to assign and dispatch BA Systems Technicians to support trades and maintenance staff in troubleshooting and resolving problems with BA system-controlled equipment.

• Resolves or mitigates conflicts regarding sequencing of work and unforeseen conditions during BA system projects and establishes and implements recovery plans.

• Oversees, assesses, and identifies opportunities to improve BA system software functionality and user experience.

• Evaluates system needs and researches and recommends the integration and installation processes of new equipment under BA system control.

• Develops BA system project plans and specifications based on engineering drawings, including estimating costs, time, labor, and materials, that are within scope and budget parameters.

• Ensures all projects and assignments are planned and executed within the appropriate hazard and safety regulations, policies, and guidelines.

• Develops and implements BA system access and user account infrastructure.

• Partners with IT to establish BA system firewall and security protocols.

• Develops the testing protocols, policies, and procedures to publish and deploy new BA system tools, software, and firmware updates to system users.

• Develops, implements, and audits procedures to document BA system operations and changes made to the system.

• Applies knowledge of regulations and codes critical to the maintenance, repair, and installation of BA systems and communicates relevant information to staff and users.

• Solicits, reviews, and oversees contracted services for BA systems to ensure work is performed to specification and within budget.

• Approves and procures parts for the repair and installation of BA system hardware.

• Schedules orientation and conducts and monitors on-the-job training for new staff in the safe and efficient operation of equipment and BA system.

• Ensures equipment knowledge transfer from vendor to employees for new system installations; evaluates employees on material learned and retrains if necessary.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Operates motor vehicles.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods, practices, and materials involved in the design, programming, installation, repair, maintenance, and operation of equipment controlled by BA systems.

• Knowledge of the hazards and safety codes and regulations that apply to BA system design, installation, repair, maintenance, and operation.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to write and test system modifications in a BA system programming language.

• Ability to logically construct the sequence of operations with inputs, outputs, and setpoints for equipment controlled by the BA system.

• Ability to extrapolate and interpret trend data and other metrics from BA system.

• Ability to read and interpret heating, ventilation, and air-conditioning (HVAC), architectural, plumbing, and electrical system blueprints and schematics.

• Ability to requisition and estimate tools, materials, equipment, and costs for projects.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years as a Building Automation Systems Technician 3 (commonwealth title);

or

• Eight years of experience in the maintenance, repair, or installation of HVAC or refrigeration systems, related digitally controlled equipment, or BA systems, which includes four years configuring and programming BA system hardware devices and software programs;

or

• An equivalent combination of experience and training which includes four years configuring and programming BA system hardware devices and software programs.

SPECIAL REQUIREMENTS:

• Certain positions require possession of an active Pennsylvania non-commercial Class C Driver's License or equivalent.
