ADMINISTRATIVE ASSISTANT (Housing)

 Definition:

This is staff work performing varied assignments as an assistant to an administrative officer of the housing authority.

An employee in this class is responsible for performing a wide variety of staff assignments, many of which have a significant effect upon housing authority policy and operations. Work includes analyzing administrative operations, developing and installing work standards and procedures, conducting independent research, preparing detailed and comprehensive reports of findings and recommendations, and administering a variety of housing authority programs. Assignments usually require familiarity with functions of the housing authority in which the incumbent is employed, but accomplishment in a specific technical field is not expected. Since all positions in this class involve a staff relationship to an administrator, supervision is not normally exercised over employees except where the incumbent has been assigned direct responsibility for supervision of specific housing authority functions. Assignments are carried out with considerable initiative and independence, but work is reviewed through conferences, and evaluation of results obtained.

Examples of Work Performed:

Studies and analyzes operational procedures; prepares detailed and comprehensive reports of findings and recommendations; assists in developing departmental programs and policies; maintains records and files of reports and studies.

Under the supervision of an administrator, carries out all policies adopted by a housing authority in regard to any of the functions of the authority.

Performs liaison work between the administrator and the supervisors or employees of the housing authority.

Attends Board meetings and other conferences or seminars.

Assists in the preparation of budgets for the housing authority.

Establishes and maintains cooperative working relationships with other governmental agencies; represents the administrator at meetings and conferences.

May be assigned responsibility for a function or functions of the housing authority.

Reviews and replies to correspondence; disposes of other administrative details as directed.

Performs related work as required.

Knowledges, Skills, and Abilities:

Knowledge of the principles and practices of administration.

Some knowledge of accounting, statistics and personnel administration.

Ability to carry out staff assignments requiring the organization of material and development of procedures without direct supervision.

Ability to develop sound organizational procedures on the basis of studies and analyses.

Ability to interpret and implement laws, regulations, and procedures relating to housing authority programs.

Ability to speak and write effectively.

Ability to establish and maintain effective working relationships with administrative officials, tenants, civic groups and the general public.

Experience and Training:

One year of experience as a staff assistant to an administrator or as a technician in a staff service of a large organization;

and

graduation from high school;

or

any equivalent combination of experience and training.
