ADMINISTRATIVE ASSISTANT (PEMA)

DEFINITION:  This is office management work of an administrative nature in a county or local civil defense/emergency management office.

An employee in this class is responsible for the daily operation of the office and for performing a variety of staff assignments conducting independent research, preparing detailed and
comprehensive reports of findings and recommendations, and performing various public relations and liaison duties, and developing, establishing, and revising office and operating
procedures.  Assignments require familiarity with office functions and procedures, but accomplishment in a specific technical field is not required.  Lead work may be exercised over clerical personnel.  Work is performed with considerable independence, but
is reviewed by an administrative superior through conferences, reports, and evaluation of results achieved.

EXAMPLES OF WORK:  Directs the daily operation of the office, executes forms, maintains files, processes bills for payment, duplicates materials, and procures supplies.

Interprets federal and state civil defense/emergency management rules, regulations, and pamphlets, and disseminates information through bulletins, letters, telephone calls, radio messages, computers, and personal contact.

Conducts independent research, preparing detailed and comprehensive reports of findings and recommendations, and performing various public relations and liaison duties.

Prepares news releases and civil defense/emergency management exhibits, distributes pamphlets, arranges speaker schedules, and occasionally makes speeches.

Answers telephone calls and radio messages; operates personal computer warning systems and radio base station, as necessary.

Leads the work of clerical personnel by making specific assignments, providing assistance, and reviewing the work for adherence to established procedures.

Establishes and maintains cooperative working relationships with other governmental agencies; represents an administrative superior in contact with the public.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:  Knowledge of basic office management principles and techniques.

Ability to learn civil defense/emergency management organization, methods, and techniques.

Ability to learn federal and state civil defense/emergency management rules and regulations.

Ability to learn the sources of information, methods, and techniques used in administrative research.

Ability to learn to conduct studies and analyses, and prepare reports of findings and recommendations.

Ability to learn to operate personal computer warning systems and a radio base station.

Ability to present ideas, methods, procedures, and instructions clearly and effectively, orally and in writing.

Ability to assemble, correlate, and appraise facts in order to identify and/or resolve existing or potential procedural problems.

Ability to develop, review, and revise office and operating procedures which involve an understanding of multiple aspects and application of varied standards, and familiarity with office functions.

Ability to organize work and carry to completion with little supervision.

Ability to establish and maintain effective working relationships with administrative officials, other employees, and the general public.

MINIMUM EXPERIENCE AND TRAINING:  Three years of clerical experience, including one year of supervisory or office management experience; and such training as may have been gained through graduation from a standard high school;

                        or

Any equivalent combination of experience and training.
