ASSISTANT PROPERTY MANAGER (Housing)

 

Definition:

This is administrative and supervisory work assisting in the management of a property or properties of a housing authority.

An employee in this class assists a property manager or administrator in the management and efficient operation of a property in accordance with procedures of the housing authority and federal regulations. Work involves assisting the property manager or administrator in accomplishing a variety of functions related to the occupancy cycle, resident relations, property administration, property management, or maintenance and security. Employees may be given responsibility for an assigned property, however, the final responsibility and accountability rests with the property manager or administrator. Work is performed under direction and review of an administrative superior through conferences and a review of reports.

Examples of Work Performed:

Assists in managing and operating a housing property or properties within the policies and regulations set forth by the Department of Housing and Urban Development and the housing authority.

Collects and reports rents, security deposits and other money due the housing authority from residents.

May be assigned responsibility for a housing property under direction of an administrative superior.

Assists in maintaining a constant review over delinquent accounts, keeps records, and reports delinquencies in accordance with established procedures.

Assists in preparing and maintaining all records at the property level, including those of resident accounts, property control, resident turnover, condition of units, and resident organizations.

Maintains procedures for reporting calls for services from residents and by aiding in establishing systematic inspection of units.

Assists or prepares annual re-examination of residents.

Assists in supervising the daily use of property facilities and spaces.

Encourages and instructs residents in the proper care and maintenance of authority property in accordance with lease.

Performs related work as required.

Knowledges, Skills, and Abilities:

Knowledge of real property management.

Knowledge of management practices of public and private agencies dealing with social problems and community needs.

Knowledge of pertinent municipal, state and federal laws and regulations.

Ability to learn and methods and principles of social and recreational work and community organization related to this work.

Ability to assist in managing and operating a housing property.

Ability to plan and organize the management of housing authority records and reports.

Ability to interpret and administer rules, regulations, and procedures relating to property management.

Ability to establish and maintain effective working relationships with superiors, subordinates, residents, other agencies, and the general public.

Ability to express ideas clearly and concisely, orally and in writing.

Experience and Training:

Two years of experience in performing tasks associated with the management of multi-family housing developments, or properties owned or administered by public housing agencies; or two years of comparable business, industrial, or professional employment; OR any equivalent combination of experience and training;

or 

 One (1) year as a Management Aide.
