COUNTY DRUG AND ALCOHOL ASSISTANT ADMINISTRATOR                L0150

DEFINITION: This is professional work in drug and alcohol (D&A) program administration as a principal assistant to the Single County Authority (SCA) Director. Employees in this class perform a variety of assignments in support of the SCA Director  involving different areas of the D&A; A program. Employees are responsible for directing and/or performing work involving a combination of the following areas: contract monitoring of service providers; liaison with the community for program coordination and development; provision of technical assistance, to service provider staff, related to contract development and client tracking activities; writing grant proposals for securing additional funding for the SCA; assessing and coordinating provider training activities; and administration of prevention service delivery. Employees may supervise lower level professional, technical and clerical employees. Employees function independently, under general supervision, with results reviewed through reports and periodic conferences.

EXAMPLES OF WORK:

Directs and/or performs on-site contract monitoring related to administration, fiscal management, care/case management and prevention.

Develops and/or directs the development of care and case management program policies and procedures.

Monitors and evaluates quality of client treatment and service delivery systems.

Monitors and evaluates quality of prevention service delivery systems.

Verifies and analyzes client admissions, units of service and other caseload data submitted by service providers.

Assesses overall service provider performance against agreed goals and objectives   under contract agreements with SCA and reports results to SCA Administrator.

Monitors treatment and/or prevention budgets to manage available funds.

Provides technical assistance to service provider staff in tracking client activity and report generation as well as interpretation and implementation of the

Bureau of Drug and Alcohol Programs (BDAP) and SCA policies and procedures.

Attends exit interviews of on-site Department of Health (DOH) licensing reviews to be informed about deficiencies and the resulting action plan.

Assesses provider staff training needs and coordinates local training presentation and distribution of BDAP training resources.

Assists the SCA Administrator with the implementation of BDAP contract requirements.

Directs the implementation of contractually defined care and case management responsibilities.

Works in conjunction with the SCA Administrator in contract development for service providers by developing requests for proposals, reviewing proposals and providing recommendations of bidders as well as contract amendments.

Supervises lower level professional, technical and clerical employees.

Writes grant proposals.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of D&A addictions.

Knowledge of D&A treatment and/or prevention methods.

Knowledge of care and case management practices in a human service agency.

Knowledge of principles and practices of personnel administration, budgeting and management theory.

Knowledge of policy and procedure development.

Ability to identify and coordinate client needs with available services.

Ability to monitor and analyze service provider reports, files and documentation.

Ability to evaluate the quality of provider treatment and/or prevention services.

Ability to provide liaison between the D&A service delivery system, community  groups and other program services.

Ability to provide technical assistance to treatment and/or prevention service providers.

Ability to assess SCA and provider staff training needs and coordinate training.

Ability to establish and maintain effective working relationships.

Ability to express ideas clearly, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING:

A Master’s Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and two (2) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals;

or

A Bachelor’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public  administration or business management and four (4) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals;

or

An Associate’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and six (6) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals.
