ALLEGHENY COUNTY C&Y

Definition: This is responsible administrative work directing the Fiscal Management Program for the Allegheny County Children and Youth Agency.

The employee is this class is responsible for planning, organizing, administering and formulating policy for the Fiscal Management Program for the Allegheny County Children and Youth Agency. Major aspects of the work include the development and administration of sound fiscal procedures and planning the formulation of fiscal policies and controls designed to facilitate the achievement of agency program goals. Duties include the development and preparation of a large, complex budget and developing and maintaining computerized budget and accounting records and manuals; establishing standards for an internal account structure; and developing procedures for payment of services, and reimbursement of expenditures to service agencies. Work requires extensive person-to-person contacts with officials of public and private contract agencies, and county, state and federal officials. Supervision is exercised over a professional and technical staff through direct supervision of subordinate supervisory staff responsible for execution of assigned fiscal, accounting and auditing functions. Work is performed with considerable independence under the direction of the agency Director, and is reviewed through conferences, reports, and evaluation of overall effectiveness of the Fiscal Management Program.

Examples of Work: Plans, directs and coordinates the Fiscal Management Program of the Allegheny County Children and Youth Agency.

Develops and implements fiscal policies necessary to achieve agency program goals.

Participates in the planning and development of overall agency objectives and provides consultative services as resource person in fiscal management.

Plans and directs the continuous review and analysis of fiscal operations, needs, and resources of the agency; appraises, adjusts and correlates budget needs among programs and functions.

Reviews requests for Board of Commissioner's actions prior to the Director's signature for all proposed contracts, amendments and modifications to ensure that they follow the internal legislative request process to ensure availability of revenue.

Ensures that service providers are contractually in compliance by maintaining evidence of insurance coverage for general liability, professional, automobile liabilities, workman's compensation and fidelity bond insurance for agencies.

Provides technical assistance to contract agencies in developing their own accounting methods and procedures which will compliment and conform with county office internal requirements and practices.

Formulates and directs cost studies to set standards, rates, or fee schedules for services rendered.

Assures the preparation, processing, and/or distribution of biweekly personnel payroll and paychecks; ensures the timely flow of payments to agencies.

Directs subordinate staff in the preparation of the agency budget and budget amendments to include the agency county operating budget, the state budget (Annual Plan) and the Annual Plan Budget which includes juvenile court detention center placement costs.

Develops guidelines and procedures to increase revenue other than state mainstream and categorical fund types; conducts negotiations with potential third party payers in order to broaden coverage of providers; formulates training procedures and techniques to maximize revenues from present and future clientele.

Supervises a professional and technical staff.

Performs related work as required.

Required Knowledge, Skills, and Abilities: Knowledge of the principles and practices of public fiscal administration, with emphasis on budgetary procedures, practices, objectives and planning.

Knowledge of the principles and practices of public administration.

Knowledge of current governmental budgetary and accounting principles, practices and procedures.

Knowledge of social welfare program planning, organization, and operations as they relate to fiscal management.

Knowledge of the principles and methods of employee supervision.

Knowledge of current labor agreement provisions which affect the supervision of employees, including the assignment of work and overtime scheduling of employees, handling grievances, and evaluation of work performance.

Ability to participate constructively in the development of overall agency objectives and problems and provide consultative services on fiscal management to the agency Director and to officials of public and private providers.

Ability to identify and analyze significant trends and policies from detailed reports and factual data.

Ability to edit, organize, and present clear and concise oral and written reports of findings and recommendations.

Ability to establish and maintain effective working relationships with officials of contract agencies, community organizations, advocacy groups, county, state and federal officials and agency staff.

Ability to plan, organize and direct the work of subordinate professional and technical staff.

Minimum Experience and Training: Five years of progressively responsible experience in fiscal management or a closely related field such as economic analysis, fiscal planning, or budget systems analysis including three years in an administrative or supervisory capacity, and a bachelor's degree in business management, finance, accounting or a closely related field;

Any combination of equivalent experience and training.
