COUNTY CHILDREN AND YOUTH ADMINISTRATOR V L0205
Definition: This is highly responsible administrative work in the field of children and youth services.
Employees in this class plan, organize and direct the work of a very large county children and youth social services program involving very complex and varied administrative and community organizational responsibilities. Employees are responsible for the development, preparation and maintenance of The Annual Services Plan and Budget Estimate for a very large county children and youth program in cooperation with other responsible officials. Work includes difficult and extensive community contacts in assessing community needs, available resources and the coordination of the county children and youth social services program. Supervision is exercised over a very large administrative and supervisory staff. Work is performed with a high degree of independence under the general direction of the county commissioners in accordance with established departmental, state and federal policies and procedures. Work is reviewed for adherence to established policies and procedures through conferences and written reports to determine achievement of objectives.
Examples of Work Performed: Plans, organizes and directs the work of a very large and very complex county children and youth social services program responsible for providing information referral services, service planning, protective services, services to children in their own homes, part-day services, services to children temporarily removed from the custody of their parents and services to children in need of permanent transfer of custody.
Develops and prepares The Annual Services Plan and Budget Estimate for a very large county children and youth program, for presentation to other responsible officials.
Negotiates, awards, evaluates and monitors contractual agreements to provide necessary service.
Meets regularly with the county advisory board, the citizen advisory committee and the county commissioners to evaluate and interpret program objectives and staff effectiveness pertaining to the county's children and youth social services program.
Represents the county's children and youth social services program in extensive contacts with individuals, human services agencies, and other community organizations interested in the children and youth social services and juvenile probation programs; promotes community understanding and awareness of programs.
Supervises an administrative, supervisory, consultant and specialist staff.
Plans, directs and participates in the development, presentation and evaluation of training programs to meet staff needs.
Participates in the development of state policies and procedures affecting local operations.
Directs the compilation of reports and the preparation of correspondence.
Performs related work as required.
Required Knowledge, Skills and Abilities: Knowledge of the state, federal and county standards, regulations and policies which govern the children and youth social services program.
Knowledge of the principles of program interpretation and implementation.
Knowledge of the principles and practices of administration, supervision and community organization.
Knowledge of current social, economic and health problems and resources available to meet problems affecting children and youth.
Knowledge of the broad principles and methods of program planning, organization and direction.
Knowledge of the principles and practices of juvenile courts and probation and parole agencies.
Ability to exercise judgment in interpreting and implementing state, federal, county and departmental programs, policies and procedures.
Ability to direct the work of a very large staff.
Ability to plan, conduct and participate in training.
Ability to study and evaluate programs and make recommendations for improvement.
Ability to establish and maintain effective working relationships with court officials, public and private agency personnel and with the general public.
Ability to prepare comprehensive reports and to communicate effectively, both orally and in writing.
Minimum Experience and Training: Six years of progressively responsible experience in the field of social services, including three years in an administrative capacity in a children and youth social services program agency; and a bachelor's degree;
or
Any equivalent combination of experience and training.
