 DEPUTY COUNTY MENTAL HEALTH ADMINISTRATOR 3 L0213

 

Definition: This is responsible administrative and supervisory work assisting a County Mental Health/Mental Retardation Administrator 4 in directing the mental health components of a complex county mental health/mental retardation agency.

An employee in this class is responsible, under the direction of the County Mental Health/Mental Retardation Administrator 4, for the supervision of all mental health functional components administered by the county/joinder. In this capacity, the employee reviews, analyzes and develops necessary mental health operational policies and procedures; assists in planning, developing and implementing a comprehensive mental health annual plan and budget; and monitors direct and contracted mental health services to ensure program quality, cost effectiveness and conformance with established federal, state and local mental health regulations and policies. Supervision is exercised over a professional, technical and clerical staff. In the absence of the County Mental Health/Mental Retardation Administrator 4, the employee may be responsible for the continued operations of all mental health and mental retardation programs. Work is reviewed for adherence to broad mental health policies and procedures through conferences and written reports to assess progress in meeting county/joinder mental health objectives.

Examples of Work PerformedPlans, reviews and evaluates the work of a professional and technical staff in implementing the comprehensive mental health programs of a county/joinder mental health/mental retardation agency.

Assists the County Mental Health/Mental Retardation Administrator 4 in planning, developing and implementing a comprehensive mental health annual plan and budget.

Monitors all direct and contracted mental health services to ensure program quality, cost effectiveness and conformance with established federal, state and local mental health regulations and policies.

Approves or disapproves county/joinder mental health expenditures, purchase requests and contracts.

Develops and implements an in-service training plan for county/joinder mental health staff.

Represents the County Mental Health/Mental Retardation Administrator 4 at meetings with the public, federal, state and local officials concerning mental health functions, programs and initiatives.

Ensures, if designated, the continuation of all county/joinder programs and services in the absence of the County Mental Health/Mental Retardation Administrator 4.

Prepares, or directs the preparation of, a variety of mental health program reports and correspondence.

Performs related work as required.

Required Knowledges, Skills and Abilities: Knowledge of theories, principles, practices and current developments in the field of community mental health program management.

Knowledge of principles of public administration.

Knowledge of basic principles and practices of supervision and administration.

Knowledge of community mental health programs and resources.

Knowledge of basic principles and practices.

Knowledge of applicable laws and regulations governing the administration of county mental health programs.

Ability to plan, organize and direct the work of others.

Ability to exercise judgment and discretion in interpreting and implementing departmental, state, federal and local policies and procedures.

Ability to establish and maintain effective working relationships with agency staff, county commissioners, court officials, state program and administrative staff, and the public in general.

Ability to communicate effectively, both orally and in writing.

Minimum Experience and Training: One year as a County Mental Health Program Director;

or

Six years of professional level experience in the field of mental health including four years of administrative, supervisory, or managerial work; and a bachelor's degree;

or

Any equivalent combination of experience and training.
