DEPUTY DIRECTOR, ALLEGHENY COUNTY CHILDREN AND YOUTH SERVICES                       L0226

Definition:

This is professional and administrative work assisting the agency Director in directing the Allegheny County Children and Youth Services Program. The employee in this class is responsible for planning, organizing and directing the social services program for Allegheny County Children and Youth Services. Duties involve responsibility for the preparation of the Annual Plan and Budget Estimates, developing or assisting with the development of agency service programs and policies, establishing agency goals and priorities, and assuring compliance with federal, state, and local regulations and policies. Work includes responsibility for the coordination of agency programs with community needs and available resources, and staff development and quality assurance. In the absence of the agency Director, this employee is responsible for the continued operations of all agency programs and services. Supervision is exercised over a large professional, technical and clerical staff. Work is performed under the general direction of the agency Director in accordance with established federal, state and county regulations, policies and procedures and is reviewed through conferences, reports and evaluation of results attained.

Examples of Work:

Plans, organizes and directs the social service program for Allegheny County Children and Youth Services, including, but not limited to, information and referral services, service planning, child protective services for abused children, protective services to children in their own home, services to children temporarily removed from the custody of their parents, children in need of permanent transfer or custody.

Prepares or assists with the preparation of the Annual Plan and Budget Estimates.

Develops or assists with the development of agency service programs and policies, the establishment of agency goals and priorities, and assures compliance with federal, state and county regulations and policies.

Coordinates agency programs with community needs and available resources.

Develops and implements staff development and quality assurance programs for agency social service staff.

Represents the agency Director at meetings with the public, community groups and agencies, the judiciary, federal, state, and local officials concerning the functions and program of the Allegheny County Children and Youth Services.

Ensures the continuation of agency programs and services in the absence of the agency Director.

Reviews and evaluates the work of program supervisors.

Evaluates program and staff effectiveness and makes recommendations to the agency Director on the recruitment, selection and employment of staff.

Supervises a large professional, technical and clerical staff.

Directs or prepares a variety of reports and correspondence.

Performs related work as required.

Knowledges, Skills and Abilities:

Knowledge of social, economic and health problems and available resources as related to children, youth and families.

Knowledge of state, federal, and county standards, regulations and policies governing the children, youth and families social services program.

Knowledge of principles of public administration.

Knowledge of modern principles, practices and current developments in the field of children, youth and families.

Knowledge of basic principles and practices of supervision, administration and community programs.

Knowledge of basic fiscal and programmatic principles and practices.

Knowledge of basic needs and behavior patterns of children, youth and families.

Ability to plan, organize, direct and evaluate the work of others.

Ability to exercise judgment and discretion in interpreting and implementing state, federal and county policies and procedures.

Ability to coordinate children and youth programs with the Juvenile Court and Probation Office.

Ability to establish and maintain effective working relationships with agency staff, county commissioners, court officials, state program and administrative staff, and the public in general.

Ability to communicate effectively, both orally and in writing.

Minimum Experience and Training:

Five years of professional experience in the field of social services, including three years in an administrative or supervisory capacity in a children and youth social services program agency; and a master's degree in social work or a closely related field in human services.
