Definition:
This is responsible professional and administrative work directing the personnel and training functions of the Allegheny County Department of Human Services (DHS).
The employee in this class is responsible for planning, organizing, and directing the personnel and training functions of the Allegheny County Department of Human Services.
Work includes reviewing and analyzing agency-wide staff resources in order to make recommendations for improvements in utilization by staff deployment, staff additions, or staff reductions; developing and implementing a consistent agency-wide performance evaluation system; overseeing the hiring process; ensuring compliance with affirmative action, equal employment opportunity, Title IV and the Americans with Disabilities Act; and ensuring agency compliance with all pertinent collective bargaining agreements.
Work also involves overseeing the operation of agency training programs; and overseeing the planning, implementation and evaluation of the Southwest Regional Training Center (RTC).
Work requires extensive person-to-person contacts with officials of public and private agencies, and county, state, and federal officials.
Supervision is exercised over a professional, technical, and clerical staff through direct supervision of subordinate supervisory staff responsible for the execution of assigned functions.
Work is performed under the direction of the Deputy Director, Office of Administration, and is reviewed through conferences, reports, and evaluation of overall effectiveness of Human Resources Programs.
Plans, organizes and directs the personnel and training functions of the Allegheny County Department of Human Services (DHS).
Reviews and analyzes agency-wide resources; makes recommendations to the agency Director and Deputies regarding improved utilization through staff deployment, staff additions or staff reductions.
Supervises the development and implementation of a consistent agency-wide performance evaluation system; ensures compliance with existing county, state, and federal regulations and procedures.
Ensures compliance with applicable legal mandates such as affirmative action, equal employment opportunity, Title IV, the Americans with Disabilities Act, Merit System provisions, and State Civil Service Commission requirements; ensures compliance with pertinent collective bargaining agreements.
Ensures that the hiring process is carried out in a timely manner and that appointments are made in accordance with applicable county and Civil Service procedures.
Directs the conduct of agency training programs; oversees the assessment of ongoing agency training needs and directs the development of training programs to meet identified needs.
Oversees, through the supervision of the regional training coordinator, the planning, implementation and evaluation of the Regional Training Center Program which provides curriculum training to eight southwestern Pennsylvania counties.
Supervises a professional, technical and clerical staff.
Performs related work as required.
Required Knowledges, Skills, and Abilities:
Knowledge of the basic principles, methods, and techniques of public personnel administration.
Knowledge of the principles of employee relations.
Knowledge of the principles of employee training including curriculum assessment and development.
Knowledge of the principles, practices, and techniques of employee training and development including methodology of determining and developing training needs and goals, alternate training methods, curriculum outlines and materials, training and teaching resources, and assessment of results.
Ability to apply knowledge of current developments in public personnel management including the inter-relationships of functions such as affirmative action, employee training, and labor relations to human resources issues.
Ability to interpret and apply personnel provisions as stated in rules, regulations, contracts and other controlling procedures.
Ability to edit, organize, and present clear and concise oral and written reports of findings and recommendations.
Ability to establish and maintain effective working relationships with officials of contract agencies, community organizations, advocacy groups, county, state and federal officials and agency staff.
Ability to plan, organize and direct the work of a subordinate professional, technical and clerical staff.
Minimum Experience and Training:
Five years of progressively responsible professional experience in the field of technical personnel management and/or staff development, or a closely related field, including three years in an administrative or supervisory capacity and a master's degree;
Or
Any equivalent combination of experience and training.
