EXECUTIVE DEPUTY DIRECTOR, DEPARTMENT OF HUMAN SERVICES, INTEGRATED PROGRAM SERVICES, ALLEGHENY COUNTY L0246
This is highly responsible professional, managerial and administrative work overseeing and directing the coordination, implementation, evaluation and collaboration of integrated services between Department of Human Service (DHS) programs, as well as DHS Support Offices.
Work involves overseeing all DHS Offices and Deputy Directors and reviewing and developing policies and procedures to facilitate the integration of services between and across DHS systems by overseeing the analysis and compilation of related reports to evaluate current service delivery and service processes; receiving recommendations on how services can be better integrated and made more efficient and effective across systems; collaborating with Deputy Directors and other DHS staff to determine how recommendations can be implemented; formulating goals and objectives of service integration as it ties into the DHS mission and consumer needs; overseeing and coordinating the implementation of goals and objectives across DHS offices and systems; developing and establishing action plans for the achievement of improved system integration; overseeing the implementation and success of action plan completion; and assigning and directing staff to serve on the service integration team during all phases of the service integration process.
Supervision is exercised over a professional staff.
Work is performed with minimal supervision by the Executive Director, utilizing independent judgment and a thorough knowledge of federal, state, and agency-wide policies and procedures.
Assignments are reviewed as needed and when problems occur.
Directs and coordinates DHS Service Integration between DHS program offices and across the DHS service network.
Develops, reviews, and implements policies and procedures that impact the integration of
DHS service systems; informs the Executive Director, DHS on needed policy changes or changes in system design.
Directs the performance of extensive research on service delivery processes.
Oversees all service integration processes as well as all program and support staff involved in these processes; directs the Deputy Directors for DHS on the integration of all processes, procedures, and the necessary steps to achieve service integration.
Chairs bi-weekly or monthly meetings with DHS staff on DHS policies and procedures to review and improve service integration and evaluate current trends.
Evaluates barriers to system integration; directs the development and implementation of strategies to overcome barriers and the smooth transition of any system changes or updates needed; ensures changes and updates are implemented.
Meets with various high-level County, State, and Federal government officials and representatives from public and private agencies, community groups, etc.
Serves as a liaison for DHS on all issues concerning service integration.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:
Knowledge of principles of public relations and administration.
Knowledge of basic principles and practices of supervision, administration and community programs.
Knowledge of the principles and practices of program planning, development, coordination, and monitoring relating to project management.
Knowledge of policies, practices, methods, and procedures involved in contract negotiation and program implementation.
Knowledge of modern office management methods.
Knowledge of federal and state regulations as they relate to community human services programs.
Ability to exercise effective administrative and technical supervision over a large organization.
Ability to develop and install highly complex and large-scale administrative procedures and operations and to evaluate their efficiency and effectiveness.
Ability to analyze, evaluate, and interpret complex data involving program plans and operations and make recommendations leading toward policy and method. determination.
Ability to carry out assignments requiring the obtaining of facts, organization of material, evaluation of data obtained, and preparation of pertinent recommendations.
Ability to exercise judgment and discretion in interpreting and implementing state, federal and county policies and procedures.
Ability to establish and maintain effective working relationships with agency staff, county commissioners, court officials, state program and administrative staff, and the public in general.
Ability to communicate effectively, both orally and in writing.
MINIMUM EXPERIENCE AND TRAINING:
Ten years of progressively responsible professional experience in varied office management or staff work in a public or private organization, including experience in financial management, contract administration and performance monitoring, three years of which were in an administrative or supervisory capacity in a social service program agency, and a master’s degree.
