ADMINISTRATOR, QUALITY IMPROVEMENT, OFFICE OF DATA, ANALYSIS, RESEARCH AND EVALUATION (DARE), DEPARTMENT OF HUMAN SERVICES (DHS), ALLEGHENY COUNTY L0247
DEFINITION:
This is highly responsible professional managerial work providing oversight and direction of quality improvement processes for all DHS program offices including the Office of Behavioral Health (OBH), Office of Children, Youth and Families (OCYF), Office of Community Services (OCS), Office of Intellectual Disability (OID) and Area Agency on Aging (AAA).
The employee in this job oversees all DARE staff while assisting the Deputy Director, DARE with research and evaluation issues for all of DHS including contracted providers, vendors, other governmental entities and community organizations. Supervision is exercised over professional staff. Work is performed with minimal supervision by the Deputy Director, DARE, utilizing independent judgment and a thorough knowledge of federal, state and agency-wide policies and procedures. Assignments are reviewed as needed and when problems occur.
EXAMPLES OF WORK:
Develops and implements policies, procedures, and evaluation techniques in accordance with state and county mandates, regulations and best practices.
Oversees and coordinates multi-disciplinary team reviews and planning processes to identify opportunities for improvement in practice and system integration.
Manages the mandated Continuous Quality Improvement (CQI) processes including multi-disciplinary child fatality or near fatality review process, quality service reviews within child welfare services, and best practice CQI processes. Ensures all compiled data and reports are in accordance with CQI process requirements.
Oversees and coordinates qualitative and quantitative data collection, analysis and data display to support practice and systemic improvements across DHS.
Serves as a liaison for DARE with all DHS offices, state and county offices, contracted providers, and community groups and organizations.
Performs the full range of supervisory duties.
The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:
Knowledge of policies, practices, methods, and procedures involved in quality improvement practices.
Knowledge of quality improvement regulations as they relate to community human services programs.
Ability to analyze, evaluate, and interpret data in order to develop or revise policies, procedures or techniques.
Ability to develop, review, evaluate, coordinate and implement plans and policies.
Ability to plan and direct the work of professional staff.
Ability to interpret rules, regulations, policies and procedures in order to provide technical assistance.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively, orally.
Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING:
Five years of progressively responsible experience in quality assurance or quality improvement, including three years in an administrative or supervisory capacity; and a master’s degree;

An equivalent combination of experience and training.
