JOB TITLE: ASSISTANT DEPUTY DIRECTOR, HUMAN CAPITAL AND HUMAN RESOURCE

DEFINITION: This is professional and managerial work directing the Bureau of Human Resources, Training, and Payroll within the Allegheny County Department of Human Services (DHS), Office of Administration.
The employee in this job is responsible for formulating and implementing policies and procedures for all human resource activities within the Allegheny County DHS. Work involves planning, developing, and implementing comprehensive workforce plans and budgets for the department; overseeing implementation of the county’s compensation plan for new hires, promotions, salary increases, and demotions; and overseeing and coordinating qualitative and quantitative data collection and analysis to identify systemic issues and to make improvements to human resource services. Work also includes working with the executive management team in the formulation of departmental policy, and providing expert human resource advice to the executive director, deputy directors, and program office directors. Supervision is exercised over managerial, professional, and support staff. Work is performed independently under the direction of an administrative supervisor, and is reviewed through conferences, reports, and evaluation of results attained.

• Develops and implements human resource-related policies, procedures, and evaluation techniques in accordance with state and county mandates, regulations, and best practices.
• Plans, organizes, and directs the department’s human resource functions, including talent acquisition, workforce development and training, organization management, employee relations, and other integral human resource programs.
• Collaborates with DHS Human Resources, the DHS Fiscal Office, and other county departments to develop and submit the yearly Allegheny County DHS Compensation Plan to the state Department of Human Services.
• Reviews, analyzes, and evaluates human resource program objectives and operations, and directs the determination and implementation of solutions to complex human resource problems.
• Oversees the development and implementation of operational policy and program improvements based on comprehensive human resource studies.
• Directs the development of long-range strategic staffing plans in order to anticipate and prepare for workforce changes and staffing needs.
• Develops, executes, monitors, and evaluates the department’s talent recruitment and retention strategy.
• Advises executive management on agency organizational structure, staffing, and utilization of employees.
• Participates in the submission of the county’s CYF Needs Based Implementation Plan and Needs Based Budget in conjunction with DHS executive staff.
• Directs the county’s DHS personnel plan adjustment and decision package submission.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of human resources management.
• Knowledge of laws and regulations pertaining to human resource programs.
• Knowledge of the principles and techniques used in human resource program analysis and planning.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze and interpret policies, procedures, and regulations.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Five years of professional experience in the administration of human resource programs, including three years in a supervisory capacity, and a master’s degree in human resource management, labor relations, or a closely related field;
or
• An equivalent combination of experience and training.
