DEFINITION: This is administrative work involving the overall professional and administrative direction, planning and management of a housing authority.
An employee in this class is responsible for planning, organizing and coordinating all phases of a housing authority, including, but not limited to maintenance, tenant selection, occupancy, management and tenant relations, Section 8 rental assistance, social services and administrative services. An employee acts for the Board of Commissioners in all administrative matters. Work involves serving as the advisor to the Board of Commissioners or Directors on all management problems, recommending improvements to methods and procedures and analyzing records and reports to determine the effectiveness of overall operations. Work involves making decisions regarding policy interpretation and exercising independent judgment within the framework of establishing policy and existing laws governing housing authorities. Direction is exercised over all subordinate professional, administrative and technical staff. Work is reviewed by the Board of Commissioners or Directors for program effectiveness and attainment of goals through conferences, reports and recommendations.
EXAMPLES OF WORK: Plans, organizes, directs and coordinates the overall operations and management activities of a housing authority.
Directs and coordinates, either directly or through subordinate supervisors, all phases of the housing authority programs.
Serves as advisor to the Board of Commissioners or Directors on all housing authority management.
Develops and recommends administrative policies, procedures and regulations and participates in the development of operational policy.
Interprets the policies of the Board and resolves major policy and administrative questions.
Develops or directs the development and preparation of the operating and capital budgets and administers the same.
Represents the housing authority at conferences and meetings.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the principles of management, including budgeting, accounting, personnel and procurement.
Knowledge of the principles and methods of administration and supervision.
Ability to learn federal and state regulations related to public housing.
Ability to learn federal and state grant programs related to the housing industry and community development.
Ability to learn current federal, state and local legislation and regulations affecting the operations and programs of a housing authority.
Ability to plan, organize and coordinate various phases of a housing authority program.
Ability to supervise and direct the work of subordinates.
Ability to establish and maintain effective working relationships with associates, subordinates, government officials and the public.
Ability to express ideas clearly and concisely, both orally and in writing.
MINIMUM EXPERIENCE AND TRAINING: Three years of professional administrative supervisory experience in a housing authority or other publicly or privately owned government subsidized housing and a bachelor’s degree;
or
Four years of professional administrative experience in residential property management, which included two years of supervisory experience, and a bachelor’s degree;
or
An equivalent combination of experience and training which included three years of professional administrative supervisory experience in subsidized housing or four years of professional administrative experience in residential property management, which included two years of supervisory experience.
